Due to the requirement of First and Final Readings of Ordinances and legal issues involved associated with this ordinance, there is an urgency for the adoption of this ordinance. The Special Meeting was authorized by the Chair on September 16, 2004 to be scheduled for September 22, 2004; therefore, the requirement for 7 days notice could not be given.
