As required by 29 Del. C. 10004(e)(3), the reason for the delay in posting of a notice was due to the fact that the meeting was initially going to be attended by only those members of the Fourth Council District and staff. There has been a request of several other members to attend said meeting, which may result in a quorum of Council, which has initiated the need for said meeting to be that of a “Special Council Meeting”.
This meeting was originally scheduled to be held on February 7, 2003 at 9:00 a.m. Due to inclement weather, it was rescheduled for the above noted date and time.
