SPECIAL MEETING
June 30th, 1936
A special meeting of the City Council of the City of Dover was held on the 30th day of June, 1936.
The meeting was called to order by Mayor J. Wallace Woodford at 7:30 P. M. and on roll call the following members answered present: Messrs. LeFevre, Downes, Frear, Keith, Hinkle, Vane, Millman and Burton.
RESOLUTIONS
The following resolutions were passed by the unanimous vote of Council:
BE IT RESOLVED
FIRST:That the contract of E. L. Jones & Company Inc. with the City of Dover dated December 12, 1935 calls for the project to be completed within 180 consecutive calendar days from the date of the contract.
SECOND: Due to the inability of the Virginia Engineering Company inc. to complete the structural work in time for the electrical contractor to make its installation, E. L. Jones & Company Inc. has asked for an extension of time of sixty-two (62) consecutive days from the completion date as called for by the contract, namely, June 9, 1936. This extension of time, if approved by the P.W.A. would fix the completion date at August 10,1935.
THIRD: E. L. Jones & Company, Inc. has served notice on its surety and the said surety has consented to the change and the consent of surety is on file in the office of the City of Dover.
FOURTH: in view of the conditions as stated herein, the City Council of Dover, hereby grants an extension of time of sixty-two (62) consecutive calendar days from June 9, 1936 for the completion of Contract “B”, provided that the said extension of time is approved by the Federal Emergency Administration of Public Works. The City Council further proposes to waive the provisions for liquidated damages to the extent of the additional time requested, provided this procedure meets with the approval of the Federal Emergency Administration of Public Works.

BE IT RESOLVED
FIRST:That the contract of the Virginia Engineering Company with the City of Dover, dated December 12, 1935, calls for the project to be completed within 180 consecutive calendar days from the date of the contract.
SECOND: Due to the severe winter conditions during the latter part of December 1935 and the months of January, February and the early part of March 1936, the Virginia Engineering Company have asked for an extension of time of sixty-two (62) consecutive calendar days from the completion date as called for by the contract, namely, June 9, 1936. This extension of time, if approved by the P.W.A., would fix the completion date at August 10, 1935.
THIRD: The Virginia Engineering Company have served notice on their surety and the said surety has consented to the extension of time and the consent of the surety is on file in the office of the City of Dover.
FOURTH: In view of the conditions as stated herein the City Council of Dover hereby grants an extension of time of sixty-two (62) consecutive calendar days from June 9, 1936 for the completion of Contract “A”, provided that the said extension of time is approved by the Federal Emergency Administration of Public Works. The Town Commissioners further propose to waive the provisions for liquidated damages to the extent of the additional time requested provided this procedure meets with the approval of the Federal Emergency Administration of Public Works.

City Manager L. D. Shank was instructed to send Mr. Abel Wolman, Acting State Director for P.W.A., these resolutions in copy and a request that these extensions of time be granted.
