SPECIAL MEETING

                                                                                                            March 25th, 1936

            A special meeting of the City Council of the City of Dover was held on the 25th day of March, 1936.

            The meeting was called to order by mayor Woodford and on roll call the following members answered present: Messrs. Downes, LeFevre, Vane, Hinkle, Millman, Burton, Frear and Keith.

            Mayor Woodford presented to Council a proposition of the Equitable Life Insurance Company through their agent, Mr. George Hill, to buy a lot on the east side of the City Hall to build a $100,000 office building, the size of the lot to be 50 feet on Loockerman Street plaza and 100 feet deep. After some discussion, the City Council instructed the City Manager to notify the Equitable Life Insurance Company that the lot referred to is not for sale at the present time, but they would sell a lot on the south side of Loockerman Street plaza 50 feet front and running back to an alley in the center of the block between North Street and the plaza at $3,000.

TAX APPEAL BOARD

            Mayor Woodford appointed Messrs. Keith, LeFevre and Vane to sit on the appeal board for City taxes for 1936 on Monday, April 13th, from 1 to 4 P. M.

RESCINDING RESOLUTION

            Upon motion of Messrs. Keith and Hinkle, a resolution passed at the regular meeting held February 10th, 1936, entitled “A RESOLUTION FOR THE CITY OF DOVER TO OPEN A 12 FOOT ALLEY EXTENDING FROM THE NORTHERLY SIDE OF ROSS STREET TO THE SOUTH SIDE OF WALKER ROAD AND LAYING MID-WAY BETWEEN THE WESTERLY RIGHT-OF-WAY LINE OF BRADFORD STREET AND THE EASTERLY RIGHT-OF-WY LINE OF GOVERNORS AVENUE” was rescinded. Upon unanimous vote of the Council, the opening of this alley was indefinitely postponed.

AN ORDINANCE

AN ORDINANCE TO REGULATE THE PARKING OF VEHICLES ON HAZEL ROAD BETWEEN PENNSYLVANIA AVENUE AND NORTH STATE STREET IN THE CITY OF DOVER

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER

SECTION 1.   That from and after the passage of this ordinance no motor vehicles, horse drawn vehicles or other vehicles hereinafter prohibited shall be parked on more than one side of hazel Road between Pennsylvania Avenue of the said City of Dover and North State Street of the said City of Dover except as hereinafter provided.

                        SECTION 2.   In order to carry into effect the provisions of this ordinance the Police  Department of the City of Dover shall designate which side of said hazel Road between said Pennsylvania Avenue and said North State Street of the said City of Dover shall be used for parking and which place suitable markers shall be placed indicating which side may be used for parking and on which side parking is prohibited.

                        SECTION 3.   Any person or persons violating the provisions of this ordinance and upon being convicted therefore before the Alderman of the City of Dover shall pay a fine of not more than Two Dollars ($2.00) together with the costs of prosecution.

                        SECTION 4.   The provisions of this ordinance shall not be effective until suitable marker shall have been set up as required in Section 2 hereof and, until such markers are set up as will give the public sufficient notice of which side is open to parking and which side is prohibited to parking, parking shall be permitted on either side of said Hazel Road between said Pennsylvania Avenue and said North State Street.

BOY SCOUT CONTRIBUTION

 

            Upon motion of Messrs. Frear and Hinkle, the City Council authorized the Mayor to make a contribution to the Boy Scouts of America a sum not exceeding $25.00.

POLICE OFFICER

            Upon motion of Messrs. LeFevre and Frear, Council instructed Mayor Woodford to employ Mr. James Collins permanently as a police officer at a salary of $30.00 per week. This makes a total of six men employed in the Police Department.

OPENING A NEW STREET

            Upon motion of Messrs. Keith and LeFevre, the City Manager was instructed to open Ross Street from State Street to Bradford Street. He was also instructed to get what help he could for the removing of dirt from said street from the WPA.

ADJOURNMENT

            Council adjourned at 9 P. M.
