SPECIAL MEETING
January 28, 1930
Councilman LeFevre was appointed acting Chairman of the Special meeting and called the meeting to order with the following members present: Messrs. Clark, Frear, Hinkle, Keith, Downes and Clements.
COUNCIL TO BORROW $8000.00
Upon motion of Messrs. Hinkle and Keith by the following vote Council voted to borrow $8,000.00 from the Farmers Bank at Dover at the rate of interest of 5%. This money to be turned over to the Treasurer for the purchase of rights of ways for the new Gov’s. Ave Boulevard. This money to be borrowed according to Charter and bond signed by the Mayor and City Clerk. Vote: Clark Yes, Frear Yes, Hinkle Yes, Keith Yes, Downes Yes, Clements Yes.

Whereas, the present needs of The City of Dover require more money than is at this time in the City Treasury from current receipts, and
Whereas, by Section 50 of the City Charter, the Council is authorized and empowered in such case to borrow such sum as is needed, not in excess of the sum of Fifty Thousand ($50,000.00) Dollars in any one year; the money so borrowed to be paid back out of the current revenue received thereafter;
And Whereas no sum whatever has been borrowed by Council in the present year 1930 under the provisions of said Section 50 of the Charter of The City of Dover;
Now, therefore, be and it is hereby resolved by the City Council of The City of Dover by and with the affirmative vote of at least three-fourths of all members of Council and with the approval of the Mayor thereto that the sum of Eight Thousand ($8,000.00) Dollars be borrowed from the Farmers Bank of the State of Delaware at Dover and that the said loan be evidenced and secured by the note of The City of Dover, executed by the Mayor, attested by the Clerk of the Council, and bearing the imprint of the City seal, the form and terms of said note to be determined by the Mayor.

I, Joseph O. Willis, Clerk of Council, do hereby certify as follows:
That the foregoing is a true copy of a resolution of City Council of the City of Dover adopted at a meeting of Council duly and regularly held on the 27th day of January 1930;
That the yeas and nays were taken upon the passage of the said resolution and that the said resolution received the affirmative votes of seven members of said Council, and no negative votes;
That the said votes, together with the text of the said resolution were duly entered upon the journal of the proceedings of the Council;
That on the 27th day of January, 1930, J. Wallace Woodford, Mayor of The City of Dover, signified in writing to the Clerk of Council his approval as Mayor of the said resolution.
That the approval of the said resolution by the Mayor as aforesaid was duly entered by the Clerk of Council in the journal of the proceedings of Council.
