Special Meeting, Dover, Del.,
June 23, 1924.
A special meeting of Council was held at 7:30 P.M. with the following members present:
Messrs. Downes, LeFevre, Keith, Clements, Burton, Frear, Clark and Hancock.
Purpose of meeting:
The purpose of the meeting was to formulate a plan for and to cooperate with the State in the dedication of duPont Road.
Committees appointed:
The following committees were appointed:
Police, Messrs. Keith, Hancock and Frear.
Streets and Parking, Messrs. Clements and Clark.
Reception and Entertainment, Messrs. LeFevre, Downes & Burton.
Use of Green:
Mr. J. H. Anderson, acting for the Governor, asked permission for the use of the Green on July 2nd.
Decorations - - Committee and Appropriation:
Upon motion of Messrs. LeFevre and Clements, Council voted that three Councilmen and three citizens should be the Committee on Decoration, and further voted to appropriate $500.00 to be expended for decorations.
Citizens’ Committee:Chairman W. H. Baker, Messrs. Mr. H. Wilson, H. I. Beers, W. D. Ross.
Council Committee:Chairman J. A. Downes, Messrs. H. R. Hancock, and W. D. Clements.
Traffic Regulations:
Upon motion of Messrs. Clements and Downes, Council adopted the plan for traffic regulation as presented by Mr. Buck, Chief Engineer of the State Highway Department.
duPont Resolution:
Upon motion of Messrs. LeFevre and Downes the following resolution was adopted by Council:
WHEREAS Coleman duPont has created and presented to the State of Delaware a State Highway; and
WHEREAS on Wednesday, July 2, 1924, the State of Delaware will in Dover publicly thank Coleman duPont for his princely gift;
THEREFORE, BE IT RESOLVED that the Town Council of Dover in Special Session met this twenty third day of June, A.D. 1924, extend the freedom of the City of Dover to Coleman duPont in token of its gratitude for and appreciation of his great gift;
AND BE IT FURTHER RESOLVED that this resolution be spread upon the minutes of the Council, and a copy thereof be sent to Mr. duPont.
Mayor’s Proclamation:
Upon motion of Messrs. LeFevre and Clark, Council voted to have the Mayor issue a proclamation in honor of duPont Road Day.
Erection of stands, etc:
Upon motion of Messrs. Keith and LeFevre, Council gave the Executive Committee of the Celebration authority to erect whatever stands they deemed necessary.
Resolution - - Mr. Buck:
Upon motion of Messrs. Keith and Clark, the following resolution was adopted by Council:
WHEREAS Mr. C. D. Buck, as Chief Engineer of the State Highway Department, has shown a special interest in the Town of Dover and has co-operated with the Town in many ways in the matter of her streets;
THEREFORE, BE IT RESOLVED by the Town Council in Special Session met his 23rd day of June, A. D. 192, that the Town acknowledge its appreciation of Mr. Buck’s services and express to him the thanks of Council;
AND, BE IT FURTHER RESOLVED that this resolution be spread upon the minutes of Council, and a copy sent to Mr. Buck.

There being no further business, Council adjourned at 8:45 P.M.
