Dover, Delaware, February 2nd, 1923.
A Special meeting of Council was held in the Robbins Hose House at 7:30 P.M. with the following members present: Messrs. Keith, Clark, Hopkins, Hancock, Burton, Downes, Clements Bice and the President, Mr. Magee.
OBJECT: The purpose of the meeting, as stated by the President, was to receive the resignation of Councilman Hopkins and act upon same. Mr. Hopkins having been elected President of Council at the last Annual election held January 8th, 1923 to serve the ensueing year.
Resignation of Councilman Hopkins Received: The following was read by the Clerk:

To The Town Council of The Town of Dover:
I hereby tender my resignation as a member of the Town Council of The Town of Dover to take effect immediately.

REPORT OF FINANCE COMMITTEE: Previous to presenting his resignation, Mr. Hopkins as Chairman of the Finance Committee reported that he had settled with the Superintendent, Mr. Burton in full for 1921 Tax Duplicate, as of February 2, 1923.
COLLECTOR’S BOND FOR 1921 TAXES RELEASED: Following the Finance Committee’s report, Messrs. Clements and Keith moved that the Collector’s Bond for 1921 Taxes be surrendered and cancelled. Motion carried.
MR. HOPKIN’S RESIGNATION ACCEPTED: Upon motion of Messrs. Keith and Hancock, Mr. Hopkin’s resignation was accepted by unanimous vote of Council
MR. HOPKIN’S SUCCESSOR ELECTED: Upon motion of Messrs. Keith and Clements Council proceeded to elect a successor to fill the unexpired term of Mr. Hopkins, for which he was elected.
After President Magee’s request for nominations, Mr. Keith nominated Mr. Jno. P. LeFevre. The Nomination was seconded by Mr. Clements. upon motion of Messrs. Hancock and Clements Council voted that nominations be closed. Mr. Lefevre was then unanimously elected.
COUNCILMAN JNO. P. LE FEVRE SWORN IN: Mr. LeFevre being present, President Magee proceeded to swear him in.
Mr. J. A. Downes makes Application for Gasoline Tank: Mr. J. A. Downes made application to Council for privilege of having installed a gasloine tank in front of his show room on Loockerman Street. Upon motion of Messrs. Bice and Clark Council voted to grant said permit.
REPRESENTATIVE OF OWNERS OF OLD ALLEE CANNERY PRESENT: A representative of the operators of the former Allee Cannery appeared before Council relative to obtaining assurances from the Town as to their rights in installing additional boilers, etc. on Williams Street. Council took no action nor committed itself in any way but left the matter open for later consideration.
ADJOURNMENT: There being no further business Council voted to adjourn, motion having been made by Messrs. Keith and Hancock.
