Dover, Delaware, February 15th, 1921

A Special Meeting of the Town Council was called by the President to meet at 7:30 P.M. and the following members were present and answered roll call: Messrs. Magee, Caulk, Clark, Hancock, and Bice.

OBJECT

The President of Council stated that the meeting was called to receive the report of the Committee on the new Ahrens-Fox Fire Truck relative to tests made of same.

The following report was then read and upon motion of Messrs. Caulk and Hancock same was accepted and ordered filed and spread upon the Minutes:

“Results of Tests of: Ahrens-Fox Triple Combination

City: Dover, Delaware                                               Date February 11, 1921

Type: Model L. M. K. 4                                            Manufacturer’s Number: 886

Engine: 6 cylinder, 18 valve 5½” x 7" 72 H.P. A.L.A.M.

                                                                        2 cyl. 3-7/8" x 6"

Pump: 4 cyl. piston vertical, double acting   2 “ 4-1/8" x 6"

Gear Ratio: Engine to Pump: 3,437 to 1

Contract Requirements: 800 g/m @ 120# net pressure

Tested: With draft from creek                                   LIFT: 7'8" trail 15'

First Test:       Duration: One hour and forty minutes

Layout of Hose and Nozzles: 1-150' line and one 100' line of 2½” C.R.L. hose siamesed to deluge with 1-7/8" nozzle.

                        Average Discharge and Pressure: 814.87 g/m @ 122.04 # net pump pressure

                        Speed, R.P.M., Engine: average 1172                       Pump: 342

                        Displacement: Theo. 2.437 g/m Act 2.382 g/m         Slip: 2.2%

                        Remarks: Slightly excessive vibration due to surface of road

Second Test:   Duration: 30 minutes

Layout of Hose and Nozzles: One 300' line of 2½” C.R.L. Hose to deluge set with 1 1/4" smooth tip nozzle

                        Average Discharge and Pressure: 418.25 g/m @ 200.63 # net pump pressure

                        Speed, R.P.M., Engine: average 1114                       Pump: 324

                        Displacement: Theo. 1.3 g/m Act 1.27 g/m               Slip: 1%

                        Remarks: Engine and pump operated satisfactorily

Third Test:      Duration: 20 minutes

Layout of Hose and Nozzles: One 400' line of 2½” C.R.L. hose to deluge set with 1" smooth tip nozzle.

                        Average Discharge and Pressure: 349.33 g/m @ 247.95# net pump pressure

                        Speed, R.P.M., Engine: 1100                                    Pump: 320

                        Displacement: Theo. 1.137 g/m Act 1.08                  Slip: 4.2%

                        Remarks: Engine operating over speed, (300 r.p.m.)

GENERAL REMARKS

(As to performance and condition of machine during and after test.)

Engine and pump ran smoothly during all tests without adjustment, excessive heating, or undue vibration.

The following report of the Committee appointed by President of Council Magee was then read and upon motion of Messrs. Hancock and Bice was accepted and ordered filed and spread upon the Minutes:

Gentlemen:

The committee on new Ahrens Fox Fire Enigne beg to report that we have examined the machine and witnessed the test from the stream as well as several demonstrations from hydrants and find tha it has met all the requirements as per contract.

We have also examined the report of the test made by the Underwriters’ Association Engineers which shows results in excess of guarantee, a copy of which has been delivered to Mayor Magee.

We therefore recommend the acceptance of same and if satisfactory to Council, that it be officially placed in the hands of Robbins Hose Company with any instructions regarding its operation and maintenance.

Messrs. Clark and Caulk then moved, after “Certificate of Acceptance” had been read, that same be signed by President of Council, and copy of same be spread upon the minutes.

“CERTIFICATE OF ACCEPTANCE”

This is to certify, that the Apparatus ordered by us on the eighth day of May, 1920, to be built by the Ahrens-Fox Fire Engine Company, vix: ONE TRIPLE COMBINATION PUMPING ENGINE HOSE AND CHEMICAL CAR #886 has been delivered and found to be satisfactory, and the same is hereby accepted.

On motion of Messrs. Caulk and Bice the Clerk was instructed to draw an order for $10,000.00 in favor of the Ahrens Fox Fire Engine Company, on account of bill $12,550.00.

On motion of Messrs. Caulk and Hancock the following Resolution was then adopted and ordered spread upon the Minutes:

“RESOLVED, that the new Ahrens Fox Fire Truck be delivered into the custody and care of “Robbins Hose Company, #1, of Dover, Delaware, for the use of the Company, the same to be kept, used and employed under such rules and regulations as shall from time to time be made and ordered by the said Hose Company, subject, however, to such orders as may hereafter be promulgated by the Town Council of the Town of Dover.

ADJOURNMENT

On motion of Messrs. Caulk and Bice Council adjourned.
