SPECIAL COUNCIL MEETING

A Special Council Meeting was held on June 23, 2008 at 5:02 p.m. with Council President Hogan presiding. Members present were Mr. Leary, Mr. McGiffin, Mr. McGlumphy, Mrs. Williams, and Mr. Ruane. Mrs. Russell, Mr. Slavin, and Mr. Salters were absent. Others present were Mayor Carey, Mrs. Mitchell, and Mrs. McDowell.

AGENDA ADDITIONS/DELETIONS

Mr. McGiffin moved for approval of the agenda, seconded by Mr. McGlumphy and unanimously carried.

DISCUSSION - PERFORMANCE EVALUATION PROCESS FOR COUNCIL APPOINTED EMPLOYEES

Council President Hogan requested guidance from members regarding their desire in conducting the performance evaluation process for Council Appointed Employees. He stated his desire for a mid-year, informal review with employees. He noted that some years, the employees performance evaluation was conducted by all members of Council and that other times, they would be conducted by the Council President and the Committee Chairs. Council President Hogan noted that the Council Committees are responsible for certain departments, and suggested that, as an alternative, the appropriate committee could be responsible for conducting the performance evaluation.

Council President Hogan noted that the City Manager’s Contract indicates that the Council President and Committee Chairs are responsible for conducting his performance evaluation.

Mrs. Williams suggested that the same individuals be responsible for each employee’s performance evaluation to assure consistency.

Mr. McGlumphy suggested that another option would be for those members of Council whose terms do not expire in that given year be responsible for conducting the evaluations.

After much discussion and several options offered, Council President Hogan indicated that he would prepare the various options to be presented back to members for further review.

Mr. Leary moved to recess into executive session to discuss personnel matters, seconded by Mr. McGiffin and unanimously carried.

Meeting recessed at 5:14 p.m. and reconvened at 5:37 p.m.

Mr. Leary moved for adjournment, seconded by Mr. McGiffin and unanimously carried.
