SPECIAL COUNCIL MEETING

A Special Council Meeting was held on July 24, 2006 at 5:00 p.m., with Council President Williams presiding. Members present were Mr. Carey, Mrs. Russell, Mr. McGlumphy, Mr. Slavin, and Mr. Salters. Mr. Hogan and Mr. Ruane were absent.

Council staff members present were Mr. DePrima, Mrs. Mitchell, Mrs. McDowell, and Mayor Speed.

AGENDA ADDITIONS/DELETIONS

Mr. Carey moved for approval of the agenda, seconded by Mr. McGlumphy and unanimously carried.

CONSIDERATION OF AMENDMENTS TO BUDGET ORDINANCES VETOED BY MAYOR SPEED ON JUNE 30, 2006

During their Regular Meeting of July 10, 2006, members reconsidered the 2006/2007 City of Dover Budget Ordinances - General Fund - Cash Receipts and Budget; Water/Wastewater Fund - Revenue and Budget; and Electric Revenue Fund - Revenue and Budget, which were vetoed by Mayor Speed on June 30, 2006. Although the motions to adopt the ordinances received a majority vote, a 2/3 majority vote (six affirmative votes) was required, since the original motion was vetoed by Mayor Speed.

Mr. DePrima, City Manager, advised members that the Budget Team met to develop an alternative funding plan for the $281,000 liability associated with the one percent (1%) COLA increase provided for City of Dover Retirees. Mr. DePrima provided a PowerPoint presentation of staff’s recommendations and the proposed amendments to the budget ordinances (Exhibit #1).

Mrs. Russell moved for approval of staff’s recommendation, seconded by Mr. Carey and carried by a unanimous roll call vote. (The Final Reading of the ordinances will take place during the Regular Council meeting in the latter part of the evening).

Responding to Mr. Slavin, Mr. DePrima stated that the hiring delay outlined in staff’s recommendations would affect positions which were originally budgeted for a full year. The budget will be reduced to reflect the delay, with expected hire dates of October 2006 and January 2007.

Mrs. Williams asked if the recommendations made by staff would jeopardize the purchase and production of energy or the operation of the electric facilities. Mr. DePrima stated that they would not jeopardize or interfere with the current operations.

Mr. Carey moved for adjournment, seconded by Mr. McGlumphy and unanimously carried.
