SPECIAL COUNCIL MEETING

A Special Council Meeting was held on May 30, 2006 at 6:00 p.m., with Council President Williams presiding. Members present were Mr. Carey, Mrs. Russell, Mr. McGlumphy, Mr. Slavin, Mr. Ritter, Mr. Hogan, Mr. Salters, and Mr. Ruane.

Council staff members present were Mr. DePrima, Mrs. McDowell, and Mayor Speed.

The invocation was given by Mr. Ruane, followed by the Pledge of Allegiance.

Mr. Carey moved for approval of the agenda, seconded by Mr. Salters and unanimously carried.

PROPOSED RESOLUTION/PRESENTATION - ROBERT G. RITTER, JR.

Mayor Speed read the following resolution into the record:

WHEREAS, Robert G. Ritter, Jr. was elected Councilman of the Third District and sworn into office on May 14, 2001; and

WHEREAS, during his five years of service to the citizens of Dover, Robert G. Ritter, Jr. served as Chairman of the Safety Advisory and Transportation Committee and as a member of the Legislative, Finance, and Administration Committee, Utility Committee, and the Parks, Recreation, and Community Enhancement Committee; and

WHEREAS, Robert G. Ritter, Jr. served with sincere concern for his community and his hands on involvement was evident by his participation in neighborhood events and regular attendance at homeowner association meetings; and

WHEREAS, Robert G. Ritter, Jr. has always placed the concerns and views of his constituents in the forefront and will always be remembered as a voice of the people.

NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council recognize that Robert G. Ritter, Jr. will be sorely missed and express their sincere appreciation to him and his family for the dedicated years of service and personal sacrifices made on behalf of City of Dover.

BE IT FURTHER RESOLVED that the Mayor and Council wish Councilman Ritter and his family success in all future endeavors and direct the City Clerk to make this resolution a part of the permanent records of the City of Dover as a lasting symbol of appreciation to Robert G. Ritter, Jr.

ADOPTED:    MAY 30, 2006

Mr. Hogan moved for adoption of the Resolution, seconded by Mr. Carey and unanimously carried.

Mayor Speed presented Councilman Ritter with the Resolution, a Dover Cup, and a Key to the City.

SETTING OF DATES FOR SPECIAL ELECTION

In accordance with Section 13 of the City Charter, a Special Election must be held to fill the vacancy created by the resignation of Councilman Robert G. Ritter, Jr., since the vacancy created is in excess of six (6) months in duration. This position is for a Third (3rd) District Council seat with a term that expires May 14, 2007.

The following dates were suggested for Council consideration and approval relative to the Special Election:

Date of Election - Tuesday, August 1, 2006 - The earliest the election can be held is July 5, 2006 and the latest it can be held is August 3, 2006.

Filing Petitions - Through June 16, 2006 - This time frame allows more than two (2) weeks for the filing of petitions and six (6) weeks for campaigning and absentee voting.

Voter Registration Close - July 14, 2006 - Voter registration (for the Special Election) shall close on July 14, 2006 and reopen on September 1, 2006. The State will continue to accept voter registration applications, but will not forward them to the City of Dover until our registration period reopens.

Mrs. McDowell advised members that the Recreation Center at Dover Park has been tentatively reserved as the polling place for the Special Election. Newspaper notices for the filing petition dates will be prepared so that we can advertise immediately following the Council Meeting (upon Council approval of the dates).

Mr. McGlumphy moved for approval of the proposed dates, as recommended by staff, seconded by Mr. Carey and unanimously carried.

Mr. Carey moved for adjournment, seconded by Mr. Salters and unanimously carried.
