2005 CHARTER REVIEW COMMITTEE
The 2005 Charter Review Committee met on December 14, 2005, at 7:00 p.m. with Chairman Leary presiding. Members present were Mr. Christiansen, Mr. Jones, Mrs. Malone, Dr. Miller, and Mr. Scheller. Mrs. Greenwood was absent. Mrs. McDowell was also present.
AGENDA ADDITIONS/DELETIONS
Mrs. Malone moved for approval of the agenda, seconded by Mr. Jones and unanimously carried.
Setting of Public Hearing
Members discussed dates and locations of the four (4) public hearings that will be held. It was the consensus of members that the Second District Public Hearing would be held on Thursday, January 19, 2006 in the Council Chambers of City Hall.
Members also discussed possible locations for the future public hearings, including the Modern Maturity Center, the Schwartz Center, and Wesley College.
Discussion - Review of City Charter
Since the Fourth District Municipal Election was held the previous day, members discussed the option of holding runoff elections in the future to ensure a clear majority winner, the possibility of charging candidates a filing fee to discourage frivolous filings, and the possibility of increasing the number of voting districts. Members also discussed the procedure for filing for office in other municipalities and requested information on surrounding communities for future discussion.
Mr. Christiansen moved to adjourn, seconded by Mr. Scheller and unanimously carried.
