SPECIAL COUNCIL MEETING

The Special Council Meeting was held on December 14, 2005 at 1:00 p.m. with Councilman Salters presiding in the absence of Council President Williams. Council members present were Mr. Carey, Mr. Sadusky, Mr. Hogan, and Mr. Salters. Mr. Ruane, Mr. Slavin, and Mr. Ritter were absent. Councilwoman Elect Russell was also present.

Council staff members present Mr. DePrima, Mrs. Green, and Mayor Speed.

AGENDA ADDITIONS/DELETIONS

Mr. Carey moved for approval of the agenda, seconded by Mr. Hogan and unanimously carried.

Mr. Carey moved to recess into executive session to discuss personnel issues, seconded by Mr. Hogan and unanimously carried.

Meeting recessed into executive session at 1:06 p.m. The Executive Session was authorized under the Freedom of Information Act to consider personnel matters in accordance with 29 Del. C. §10004(b)(9) to conduct interviews with final candidates for the City Assessor.

The Special Council Meeting reconvened at 10:50 a.m. on December 16, 2005 with Council President Williams presiding. Members present were Mr. Carey, Mr. Hogan, Mr. Salters, and Mr. Ruane. Councilmen Slavin, Sadusky, and Ritter were absent. Mayor Speed, Council Elect Russell, Mr. DePrima, and Mrs. Green were also present.

Mr. Hogan moved that the final candidate interviewed (#3) be considered as the selected candidate for the City Assessor as discussed during the executive session, seconded by Mr. Salters and unanimously carried.

Council President Williams explained that the hiring process provides the Human Resources Director authorization to conduct a background check, reference checks, and salary negotiations. No official action will be taken until these details are reported to Council.

Mr. Carey moved for adjournment, seconded by Mr. Salters and unanimously carried.

The Meeting Adjourned at 10:52 A.M.
