UTILITY COMMITTEE

The Utility Committee Meeting was held on February 24, 2004, at 4:30 p.m. with Chairman Ruane presiding. Members present were Mr. Carey, Mr. Ritter (arrived 4:42 p.m.), Mr. Lambert, and Mr. Farling. Others present were Mr. Pitts and Mr. DePrima.

Agenda Additions/Deletions

Mr. DePrima requested the deletion of item #3 - Presentation - Electric Rate Study Implementation Plan.

Mr. Carey moved for approval of the agenda, as amended, seconded by Mr. Lambert and unanimously carried.

Annual Engineer’s Report - Electric Fund

The City of Dover Electric Bond Resolution requires that the City retain an independent engineering consultant to inspect the City’s electric system and to review the electric budgets and insurance program. The City has contracted with Burns & McDonnell to perform this year’s analysis. The Engineer’s Annual Report (Attachment #1) provides the information related to the annual review for Fiscal Years 2001 - 2003.

Mr. Ruane requested that Mrs. Mitchell include information regarding the availability of less net margin. (Note: The requested information has been included in Attachment #1, under the third bulleted item.)

The fee for this report is $12,700. Staff recommended acceptance of the Engineer’s Annual Report on the Operation and Maintenance of the Electric System for Fiscal Year 2003, as reviewed by the Finance Director/Treasurer on January 6, 2004.

Mr. Carey moved to recommend acceptance of the Annual Engineer’s Report, as recommended by staff. The motion was seconded by Mr. Farling and unanimously carried.

Street Program Overview - Ranking for 2004 Program Proposed 2003 Street Program

Mr. DePrima informed members that this is the first in-depth evaluation ever done on City of Dover streets. He stated that the project was identified as a Public Works goal two (2) years ago. He accredited the accomplishment to the hiring of Ms. Sharon Duca, Civil Engineer. Mr. Koenig, Public Works Director, provided a Power Point Presentation and briefly explained each of these projects. Members were provided the 2004 Street and Alley Survey (Attachment #2) which outlines the conditions and goals for the City’s Street Program for next fiscal year. Mr. Ruane requested that the presentation be made during a Council Meeting.

The committee took no action.

Mr. Carey moved to adjourn into executive session for legal matters. The motion was seconded by Mr. Lambert and unanimously carried.
