OPEN SPACE COMMITTEE
PARKS AND RECREATION
The Parks and Recreation Open Space Committee met on May 5, 2003 at 4:30 p.m. with Chairman Pitts presiding. Mr. Davis was present. Mr. Ritter, Mr. Solomon, and Mr. Speed were absent. Others present were Mr. Carter, Ms. Melson, and Mr. Matthew Spong (Landscape Architectural Services, L.L.C.).
CREEKSIDE SUBDIVISION
In accordance with Article 5, Section 10, Subsection 10.16 of the Zoning Code, all residential developments shall provide recreational areas in a size equal to 275 square feet per dwelling unit, or one-half acre of land, whichever is greater. However, in no case shall the City require more than 10% of the gross area of the development be so dedicated or reserved when the gross area is greater than five (5) acres.
Creekside Subdivision consists of 34.0886 acres of land situated on the east side of Wyoming Mill Road, approximately 3,250 feet south of Hazlettville Road. Based on the number of dwelling units proposed (69), this subdivision requires one-half acre of land for active open space.
Mr. Spong presented the Conceptual Recreation and Open Space Plan for the Creekside Single Family Residential Subdivision (as on file in the City Clerk’s Office) which proposes one-half acre of active open space, to include a horseshoe pit, a walkway, playground with seven (7) pieces of equipment, park benches, shade trees, and an open play area. The total investment for the above mentioned items is $31,542.
Responding to Mr. Carter, Mr. Spong indicated that the proposed walkway could be relocated further to the west to allow for a larger open area.
Although the members present approved the plan, no official action was taken due to the lack of a quorum.
