COUNCIL COMMITTEES
The Council Committees Meeting was held on February 24, 2003, at 6:30 p.m., with Council President Carey presiding. Members of Council present were Mr. Ritter, Mr. Pitts, Mrs. Williams, Mr. Truitt, Mr. McGlumphy, Mr. Speed, Mr. Salters, Mr. Ruane, and Mayor Hutchison.
AGENDA ADDITIONS/DELETIONS
Mr. McGlumphy moved for approval of the agenda, seconded by Mr. Speed and unanimously carried.
LEGISLATIVE AND FINANCE COMMITTEE
The Legislative and Finance Committee met with Mr. Salters presiding. Members present were Mr. McGlumphy, and Mrs. Williams. Mr. Shelton and Mrs. Street were absent.
Bid - Replacement/New Overhead Doors for Various City Buildings
Members were advised that new overhead doors are required for the Grounds Division Glass House, the Electric Department Truck Barn, and the Police Warehouse. These doors are required to provide security and protection from the elements for the City owned assets contained inside. The overhead doors in the City Warehouse also need to be replaced. These doors are old and deteriorating and are difficult to open and close and provide no insulation from the outside temperatures. As a result, the deterioration of shelf-life items is accelerated. Also, these doors do not seal tightly and allow insects and rodents to enter.
Funding is available in the appropriate department’s budget. Bids were solicited, with the low bid being received by Hickman Overhead Door Co., in the amount of $31,370. After reviewing the technical aspects of the door construction and various options offered by the vendors, staff recommended that the bid be awarded to the second low bidder. Crothers Doors & More has bid full view windows and included safety edges. Crothers also bid a BMT Liftmaster opener (special order) with brakes installed. This is a higher cost opener and is of better quality than the MT openers with no brake bid by Hickman Overhead Door. Hickman also bid port hole windows and did not specify safety edges. The cost difference of $980 is justified due to the superior quality of the door openers and the addition of the safety edges and the full view windows. Staff recommended awarding the purchase of the overhead doors to the second low bidder, Crothers Doors & More, Inc., Hartly, Delaware, in the amount of $32,350.
Mrs. Williams moved to recommend approval of staff’s recommendation, seconded by Mr. McGlumphy and unanimously carried.
Mr. Salters moved for adjournment, seconded by Mr. McGlumphy and unanimously carried.
