SPECIAL UTILITY COMMITTEE

A Special Utility Committee meeting was held on October 30, 2002, at 10:30 a.m. with Chairman Ruane presiding. Members present were Councilman Speed, Mr. Lambert, and Mr. Snaman. Councilmen Ritter was absent. Others present were Mayor Hutchison, Council President Carey, and Councilman Pitts.

AGENDA ADDITIONS/DELETIONS

Mr. Snaman moved for approval of the agenda, seconded by Mr. Lambert and unanimously carried.

BRIEFING - ELECTRIC RATE STUDY - BURNS & MCDONNELL

A proposal has been accepted from Burns & McDonnell for an Electric Rate Study for the development of a long-range plan and financial strategy to meet the needs of the City of Dover Electric customers.

Representatives from Burns & McDonnell, Mr. Dave Christianson, Vice President, and Mr. Brian Farber, Project Manger, presented details regarding the procedure for developing a Rate Design Study (Attachment #1) and explained the rate-making process, revenue requirements, cost of service, rate design, demand side management (DSM), and the next steps.

Noting that the next step is the Detailed Cost-of-Service Study, Mr. Christianson indicated that they would report back to members once the Study is completed.

Mr. Lambert moved for adjournment, seconded by Mr. Snaman and unanimously carried.
