SPECIAL COUNCIL MEETING
A Special Council Meeting was held on September 27, 2002 at 3:30 p.m. with Council President Carey presiding. Council members present were Mr. Ritter, Mr. Pitts, Mrs. Williams, Mr. Truitt, Mr. McGlumphy, Mr. Salters, and Mr. Ruane. Mr. Speed was absent. Mrs. Green was also present.
Mr. McGlumphy moved to recess into executive session to discuss personnel matters, seconded by Mr. Truitt and unanimously carried.
Meeting recessed at 3:32 p.m. Meeting reconvened at 5:06 p.m.
ACCEPTANCE OF RESIGNATION LETTER - MIKE PETIT DE MANGE, DIRECTOR OF PLANNING AND INSPECTIONS
Mr. Petit de Mange, Director of Planning and Inspections, submitted a letter of resignation effective October 4, 2002. He has accepted the position of County Planner with Kent County.
Mr. McGlumphy moved to accept the letter of resignation from Mr. Petit de Mange, seconded by Mr. Truitt and unanimously carried.
APPOINTMENT OF ACTING DIRECTOR OF PLANNING AND INSPECTIONS
Mr. Salters moved for the appointment of Ms. Dawn Melson as Acting City Planner, seconded by Mr. Pitts and carried by a roll call vote of seven (7) yes, one (1) no (Mr. Truitt), and one (1) absent (Mr. Speed).
Mr. Salters moved for the appointment of Mrs. Brenda Bradley as Acting Director of Planning and Inspections, seconded by Mrs. Williams and carried by a unanimous roll call vote (Mr. Speed absent).
APPOINTMENT OF DIRECTOR OF PLANNING AND INSPECTIONS SEARCH COMMITTEE
Council President Carey appointed the following to serve on the Director of Planning and Inspections Search Committee: Mr. Salters, Mr. Speed, Mr. Truitt, and Mr. Carey, with the Human Resources Director providing staff support. It was noted that the Mayor serves as an ex-officio member of all City related committees.
Mr. Pitts suggested that Mr. Ruane also serve on the committee due to his expertise in the field of Planning. Council President Carey explained that five (5) members of Council would constitute a quorum of Council and, therefore, wanted the ad-hoc committee to remain as presented.
Responding to Mr. Ruane, Council President Carey indicated that he will discuss the possibility of conducting an “exit interview” with Mr. Petit de Mange and if he agrees, it shall be scheduled with all members being invited to participate.
Mr. Truitt moved for adjournment, seconded by Mr. Salters and unanimously carried.
