SPECIAL UTILITY COMMITTEE

A Special Utility Committee meeting was held on June 12, 2002, at 8:30 a.m. with Chairman Ruane presiding. Members present were Councilman Ritter, Mr. Lambert, and Mr. Snaman. Councilman Speed was absent. Others present were Council President Carey, Mr. DePrima, Mrs. Mitchell, Mr. Blakeman, Mr. Howlett, and Mr. Gardner.

Electric Department Activity Overview

This meeting was held specifically to provide members an overview of the Electric Department and tour of Capital Improvement Project Sites. Members met at the Electric Administration Building and toured the various departments including Engineering, Systems Operations Center, Line Crew, and Metering.

Members were provided an opportunity to observe those vehicles slated for replacement, as follows: 1) 1989 Ford 50' Material Handling Bucket Truck (#779); 2) 2000 Sherman Riley Duct Dawg (#758); 3) 1991 Ditch Witch 6510 Trencher (#721); 4) 1991 Ditch Witch 4010 Trencher (#720); 5) 1992 Chevrolet S-10 Pickup (#743); and 6) 1989 Chevrolet Cavalier (#770). Members also observed the parking lot scheduled for re-paving and the overhead doors scheduled for replacement which are included in the CIP.

Tour of CIP Project Sites

Members participated in a tour of Electric Department Project Sites, as follows:

1)    Division Street Substation to observe the rebuild (CIP item).

2)    North Street to observe the new transmission and distribution overhead pole lines.

3)    New Street to observe the existing overhead pole line being converted to underground.

4)    Mayfair Substation where the 69/12 KV transformer and breaker and the 69 KV Line to VanSant/Mayfair Substations is located. Members were shown and explained the functions (CIP items).

5)    College Road/230 KV Tie Site to observe the 138 KV Tie and discuss the 230 KV Tie (CIP item).

6)    Power Plant to tour the facility and discuss the Nox Reduction (CIP item).

Staff provided members a list of electric substations; a summary of existing electric plant facilities and capacities; a graph depicting 1985/1986 through 2000/2001 of KWH billed and revenue billed; a listing of Electric Department employees, their positions, hire date, and years of service; a map depicting DPL Transmission System Improvements (summer 1999 - summer 2002); a graph depicting the number of outages per month (January 1991 through April 2002); a graph depicting PJM-Duke peak and off peak prices; details of City of Dover’s System peak in MW hours 1976/1977 through 2001/2002; and a Substation Transformer listing for the City of Dover Electric Department as of April 28, 2000.

Mr. Lambert moved for adjournment, seconded by Mr. Snaman and unanimously carried.
