OPEN SPACE COMMITTEE
PARKS AND RECREATION
The Parks and Recreation Open Space Committee met on June 12, 2000 at 3:30 p.m. with Chairwoman Malone presiding. Members present were Councilmen McGlumphy and Pitts and Mr. Davis. Ms. Moerschel was absent. Others present were Mr. Carter, Mr. Lee, and Ms. McDowell.
DELAWARE STATE UNIVERSITY - PRIVATIZED STUDENT HOUSING
The Delaware State University - Privatized Student Housing site consists of 15.8760 +/- acres of land zoned I-O (Institutional & Office) located on the southerly side of College Road, approximately 1,970 +/- feet east of McKee Road. The developer plans to construct four (4), three-story apartment buildings totaling 110,336 square feet, a 4,105 square foot rental office building, and a 557 square foot maintenance building.
In accordance with Article V, Section 10, Subsection 10.16 of the Zoning Code, all residential developments shall provide recreational areas in a size equal to 275 square feet per dwelling unit or one-half acre of land, whichever is greater. However, in no case shall the City require more than 10% of the gross area of the development be so dedicated or reserved when the gross area is greater than five (5) acres.
Based on the number of student housing units proposed for Phase I (84 Units), this site development requires 23,100 square feet of active recreation space designed in accordance with the specifications described in Article V, Section 10, Subsection 10.14 of the Zoning Code. The total active recreation requirements for Phase I and Phase II (to be implemented when demand for additional units is needed) is 36,300 square feet and this plan proposes to provide 73,207 square feet.
Mr. Matthew Spong (Landscape Architectural Services), Mr. Tim Anderson and Mr. Bob Hayes (BM²OR) were present representing the developer. Mr. Spong reviewed the Recreation Plan with members (on file with the City Planner). He stated that the active recreation area would contain sand volley ball courts, a ½ basketball court, bike loops, walking/jogging paths, a pavilion, and park benches.
Addressing concerns with a private firm managing the facility for Delaware State University, Mr. Anderson stated that Ambling Development Company has a landscape architect and that there would be an on-site manager for maintenance and stormwater issues.
Mr. McGlumphy moved to recommend approval of the proposal for open space for Delaware State University - Privatized Student Housing, seconded by Mr. Davis and unanimously carried.
Mrs. Malone moved for adjournment, seconded by Mr. Davis and unanimously carried.
