SPECIAL COUNCIL MEETING

A Special Council meeting was held on April 15, 1992 at 7:30 p.m. with Council President Christiansen presiding. Members present were Mr. Lambert, Mr. Daisey, Mr. Levitt, Mr. Pitts, Mr. Salters, Mr. Lynn, Mr. Weyandt and Mr. Hare.

AGENDA ADDITIONS/DELETIONS

Mr. Lynn requested the addition of an executive session to discuss legal and personnel matters, seconded by Mr. Levitt and unanimously carried.

Mr. Lynn moved for approval of the agenda as amended, seconded by Mr. Salters and unanimously carried.

PROPOSED REDISTRICTING PLAN - COUNCILMANIC DISTRICTS

The Special Council Meeting was called specifically to hold the second and final public hearing on the proposed redistricting plan for Councilmanic districts, as recommended by the City of Dover Election Board and as on display in the Council Chambers of City Hall.

Council President Christiansen declared the hearing open.

There was no one present wishing to speak during the public hearing.

Council President Christiansen declared the hearing closed.

Councilman Lynn asked if the Election Board had a recommendation on a proposed amendment to the plan by Mr. Hare. Mr. William Willis, Chairman of the Election Board, stated that the Election Board reviewed Mr. Hare's recommendation and although the alteration would have very little impact on the population distribution, the Board felt that it did not meet other criteria utilized for realignment purposes. The Election Board recommends approval of the plan as originally submitted. The proposed ordinance amendment to Division 4, Section 2-56, to amend the Councilmanic districts, was submitted for a First Reading.

FIRST READING - PROPOSED ORDINANCE

Mr. Lynn moved to waive the reading of the proposed ordinance before Council, seconded by Mr. Hare and unanimously carried. Council President Christiansen reminded the public that copies of the proposed ordinance are available at the entrance of the Council Chambers or can be obtained from the City Clerk's Office. Final action by Council on the proposed ordinance will take place during the Council Meeting of April 27, 1992.

Mr. Lynn moved for acknowledgment of the first reading of the following proposed ordinance, by title only, seconded by Mr. Levitt and unanimously carried:

    DIVISION 4, SECTION 2-56 (BOUNDARIES)

Mrs. Boaman, City Clerk and a member of the Election Board, stated that once adopted, the ordinance would become effective May 1, 1992.

Mr. Weyandt moved for adjournment into executive session to discuss personnel and legal matters, seconded by Mr. Levitt and unanimously carried.
