PARKS AND RECREATION COMMITTEE
The Parks and Recreation Committee met on August 13, 1991, at 8:25 p.m., with Chairman Daisey presiding. Members present were Councilmen Hare and Pitts and Mrs. Wasko. Mrs. McIntosh and student liaison members Mr. Engstenberg and Miss Walls were absent. Other members of Council present were Mr. Weyandt, Mr. Lynn, Mr. Salters, Mr. Levitt, Council President Christiansen and Mayor Richter.
AGENDA ADDITIONS/DELETION
There were no additions or deletions to the agenda.
PROPOSAL ON RADIO CONTROL CAR TRACK - GORDON COCKBURN III
Mr. Gordon Cockburn submitted a proposal for a radio control car track. He advised members that citizens of Dover that participate in running radio control cars are requesting that the City consider providing a paved track at the Schutte Park for the sport. Since there is no permanent place for people to run their cars, he advised members that public streets and parking lots must be utilized. The proposal includes a paved banked oval track that is 12 to 15 feet wide, a driver's stand that would be about four (4) feet off the ground that overlooks the track, and electrical outlets so that batteries could be charged at the site. Mr. Cockburn assured members that volunteers would help construct and maintain the facilities and would be very active in promoting the track on a regional and national level.
Responding to Mayor Richter, Mr. Cockburn stated that the participants are in the process of formalizing a radio control car organization, which would require "dues" from the members.
Noting that staff has not had the opportunity to review and formulate a recommendation on the proposal, members felt that it would be premature to act on the proposal at this time.
Mr. Hare moved to recommend that the proposal for a radio control car track be referred to staff for further evaluation and a recommendation, seconded by Mr. Pitts and unanimously carried.
PRELIMINARY MASTERPLAN - SCHUTTE PARK
It was noted that a Workshop on the Preliminary Masterplan for Schutte Park was held with Sasaki, Inc. and members of City Council on August 12, 1991. Mr. Knox stated that the committee's direction is requested at this time.
Mr. Weyandt stated his concerns with the necessary funding for the proposed pond and its benefits. He also relayed concern with land being taken away from the construction of a power plant at the Schutte Park.
Mr. Worley assured members that their concerns and recommendations will be taken into consideration and that a final plan will be presented on September 9, 1991.
Mr. Hare moved for adjournment, seconded by Mr. Pitts and unanimously carried.
