1.A meeting, 6:00 p.m., Friday, February 8, Decoy Room, Sheraton Inn.

All Council members including Mayor Richter were present except for Pat Lynn. Tom Worley, Doug Brookman and Jerome Lewis also attended.

Dr. Jerome Lewis opened the meeting by introducing Mr. Doug Brookman. Mr. Brookman presented a brief explanation of the three parts to decision making--psychological, procedural and substance. Mr. Brookman then led a discussion about the Council's expectations for the jm)-xt Saturday, February 9, planning workshop.

The meeting adjourned at 8:45 p.m.

All present including Mayor Richter. Tom Worley, Doug Brookman and Jerome Lewis were also present.

Mr. Brookman began the meeting by restating the meeting@- purpose which was to set goals for the 1991/92 fiscal year. He then reviewed the day's agenda which was: 1) brainstorming, 2) clarify and winnow, 3) prioritize, 4) next steps.

For the next eight hours, the Council members followed the agenda with the exception of prioritizing and next steps. At the end of the day Mr. Worley, City Manager, was directed to summarize the events of the day in a report for the Council to review.

The meeting was adjourned at 3:45 p.m.
