COUNCIL WORKSHOP

Members of Council met on October 11, 1990 at 7:30 p.m. in a workshop session, to discuss the proposed Kent County Paramedic Agreement. Members present were Council President Christiansen, Councilmen Hall, Weyandt, Pitts, Lynn, VanSant, Daisey, Levitt and Salters.

Mr. Worley stated that three issues need to be addressed regarding the paramedics, as follows: 1) County Operated Paramedic Program; 2) Paramedic Benefit Package; and 3) Proposed Contract.

Mr. Worley stated that it was previously the interest of Council to transfer the paramedics to Kent County. Mayor Richter and Council President Christiansen asked that this transfer be revisited. (Attachment #1)

Mr. Worley submitted four options which are available to the City when considering the Advanced Life Support (ALS) and Basic Life Support (BLS) issue. (Attachment #2)

Mr. Worley stated that staff intends to negotiate a contract with the County to be brought before Council for consideration. In that negotiate, staff will consider a contract to handle pass through and a benefit package.

Mr. VanSant stated that the City has an obligation to the Dover Paramedics and feels that the City has a good relationship with the Paramedics and their service. Mr. VanSant also stated that the City Manager should contact the County and explore the idea of a contraction release so that an alternative call be reached.

Some members present felt that the City could continue it's current operations of providing the City of Dover residents with continues service.

After further discussions, Mr. Worley stated that option #11 will be fully discussed (continued operation providing both ALS and BLS service in the Robbins Hose Fire District), with County and State Officials proposing that the City receive 100% funding for ALS calls.
