WORKSHOP
CITY COUNCIL AND LEVY COURT COMMISSIONERS
Members of Council met in a workshop session with Levy Court Commissioners to discuss a proposed Paramedic agreement. The dinner meeting was held at the Dinner Bell Inn on October 3, 1990 at 6:00 p.m. Members of Council present were Mayor Richter, Council President Christiansen, Mr. Hall, Mr. Daisey, Mr. Levitt, Mr. Pitts, Mr. Salters, Mr. Lynn, Mr. VanSant and Mr. Weyandt. City staff members present were Mr. Worley, Ms. Swain, Mr. Knox and Mrs. Boaman. Levy Court Commissioners present were President Paskey, Mr. Morris, Mr. Ennis, Mr. McKenna, Mr. Culver, and Mr. McDonough. Kent County staff members present were Mr. McLeod, Mr. Dutton, and Ms. Cooper.
The dinner meeting was held specifically to discuss a proposed agreement for paramedics (attachment #1), which was reviewed in detail by Mr. McKenna.
President Paskey stated that the City of Dover has a very good paramedic program and the County will attempt to duplicate it to some degree. He stated that the public wants a first class paramedic program and the County is ready to move in that direction.
Mr. Ennis, a member of the State Paramedic Advisory Council, stated that the deadline of June 30, 1992 will be here before we know it. He stated that the City and County need to work together towards the best possible program for our citizens. He recognized that not everyone agrees with the legislation, but urged those present to make the most of what we have.
Mr. Weyandt feared that the City taxpayers would be forced to fund the program while waiting for the County to work out the details. He requested that the City's paramedics be treated fairly by the County, stating that they have been good and dedicated employees.
Mr. Levitt reminded everyone that we are all Kent County citizens and that we need to work together to make the transition as painless as possible. Members of Council assured the County that the City will be prepared with a basic life support system.
Discussions continued relative to the proposed agreement with much concern expressed relative to the protection of current City of Dover paramedics. It was agreed that City and County staff will work together on the agreement for future review by the two governing bodies.
