QUARTERLY OPEN TOWN MEETING

The Quarterly Open Town Meeting was held on May 22, 1990 at 7:30 p.m. with Mayor Richter, presiding. Members present were Mr. Hall, Mr. Daisey, Mr. Lynn, Mr. Christiansen, Mr. Levitt, Mr. Salters, Mr. VanSant and Mr. Weyandt. Mr. Pitts was absent.

PETITION - SACKARACKIN AVENUE RESIDENTS - PARKING

Many residents of Sackarackin Avenue signed and submitted a petition, strongly objecting to the use of their street as a parking area for employees of Kent General Hospital.

Mr. Paul Zartman, representing the residents, suggested that the City give consideration to a two hour parking limit Sackarackin Avenue. Although Kent General Hospital provides adequate parking for its employees, the employees find it more convenient to park along Sackarackin Avenue. The result is that residents can find no place to park near their homes, garbage pickup is difficult, and there. Have been instances when driveways are blocked.

Responding to questions of Mr. Weyandt, Mr. Zartman stated that all residents do not have off street parking facilities at their homes and sometimes cannot park anywhere near their house.

Mayor Richter assured Mr. Zartman and the other signers of the petition that the City's Safety Advisory Committee will take this matter into consideration.

JAMES MOORE - 309 W. LOOCKERMAN STREET

Mr. James Moore relayed his concerns for the western end of Loockerman Street, stating that this area of the City is disenfranchised. He stated problems with prostitution, drugs, alcoholism, etc. Police surveillance is very scarce in this area and Mr. Moore stated that this must change. With the recent crackdown on Kirkwood Street, many of the problems have spread to adjacent streets. Feeling that cultural enrichment could have a positive affect on the individuals causing the problems, Mr. Moore suggested that the Acme site be utilized as a Performing Arts Center, in lieu of utilization of the Capital Theatre which is located in a better part of town.

Mr. Moore reminded Council that there is very little that can be done for the adult drug addicts and alcoholics, but we can help the youth by educating them and providing them with cultural diversity. He suggested that rather than spending more money on recreational activities, money be spent on cultural programs for our young citizens. He also requested that the western and of Loockerman Street receive the same treatment as the rest of the City so that we do not have a part of the City that people are afraid to visit.

ROY BOGUS - 229 FREAR DRIVE

Mr. Roy Bogus of 229 Frear Drive suggested that the City investigate the reason for, a sail boat parked along the main street of Dover. He explained that a sail boat, displaying a "For Sale" sign, has been parked on property fronting on Loockerman Street for several months, He suggested the City take action to have the boat removed from this site.

Although the City has endorsed the recycling efforts of the Greater Dover Committee, Mr. Bogus suggested that the City become more actively involved. He specifically suggested that the City initiate a once per week pickup of recyclable products, which the City could dispose of, thereby making money on the products and saving money with decreased landfill utilization.

TONY D'ARPINO - 731 E. LOOCKERMAN STREET

Mr. Tony D'Arpino expressed concern with the way the City handles its elections. He suggested that members of Council and City Hall employees not be utilized to work at the election polls. Candidates and members of Council at the polls are intimidating to the voters. He suggested initiation of an election board to handle the City's election process.
