SPECIAL MEETING

April 30, 1984

A Special Meeting of Council was held on April 30, 1984 at 4:30 p.m. with Mayor Carroll presiding. Councilmen present were Messrs. Boaman, Christiansen, Witt, Weyandt and Shevock. Councilmen Richter, Tudor and Hardcastle were absent.

Mr. Weyandt moved to remove from the table the 1984 Municipal Election results, seconded by Mr. Witt and unanimously carried.

The City Clerk read into the official record the following election results of the April 16, 1984 Municipal Election as certified by Chief Judge Charles L. Witt and Deputy Judge John E. Richter:

Mr. Weyandt moved for approval of the election results, seconded by Mr. Christiansen and carried by a vote of five (5) yes (Mr. Richter, Mr. Tudor and Mr. Hardcastle absent).

Questioned by Mr. Shevock, Mr. Witt stated that a meeting was arranged with county officials Mr. John Davis and Mr. Ronald Darling at the Kent County Board of Elections. Mayor Carroll, Councilmen Witt, Christiansen and Tudor were present along with City Clerk/Treasurer Willis.

Mr. Witt advised members present that voting machines are essentially mechanical, having electric energy to light the interior and operate the curtain only.

Mr. Darling and Mr. Davis operated the machines under several simulated malfunction conditions, demonstrating that a machine will record proper votes as cast.

All present were one hundred percent satisfied that machines used during the April 16, 1984 Municipal Election were properly casting votes.
