SPECIAL MEETING
June 12, 1973
A special meeting of City Council was held on Tuesday, June 12, 1973 at 7:30 P.M. with Mayor Carroll presiding. Members present were Messrs Biggs, Harris, Hayes, Holmes, Holpp, Legates, Muir and Walls.
REVENUE SHARING MONIES
City Manager James reported to City Council that this meeting was called to allow Council the opportunity to allocate the monies received from Revenue Sharing prior to the filing deadline of June 20, 1973. This is for the entitlement period of January 1, 1973 through June 30, 1973. This filing is for the planned use report for these monies, amounting to $284,388. The reports received from the various committees and organizations at the Council meeting of June 11, 1973 were available for the Council’s use in determining the allocation of this money. Mr. James stated that the money received for this entitlement period must be allocated by June 20, 1973 and the necessary planned use report filed with both the Federal Government and published in the local newspaper.
A lengthy discussion followed at which time each of the Councilman expressed their personal feelings and desires for the allocation of the Revenue Sharing Money. Discussion pertained mainly to the requests of the committees and organizations which had contracted the City and submitted reports for the consideration of Council. A recommendation was made by Mr. Harris that money be made available to provide transportation of sorts for the elderly in Dover, feeling that there is a definite need in this area. Upon the conclusion of the discussions by Council a motion of Council was made by Mr. Hayes, and seconded by Mr. Muir, and by unanimous roll call vote the $284,388 Revenue Sharing Money for the entitlement period of January 1, 1973 through June 30, 1973 was allocated as follows:
Transportation for the elderly and disadvantaged = $ 50,000
Dover Modern Maturity Center = 5,000
Dover Public Library = 5,000
Golden Opportunity Center, Inc. = 17,000
Delaware Opportunity Industrialization Center = 15,000
Civic Center Study = 45,000
General Fund of the City of Dover = 147,388
$ 248,388
A further motion was made by Mr. Hayes, and seconded by Mr. Muir, and upon approval of Council, direction was given to all those organizations that the necessary filing information must be received by the City of Dover by June 15, 1973 in order to allow time to be formulated into the necessary report to be filed by June 20, 1973. Any money not allocated and accounted for will revert to the General Fund of the City of Dover, and will be reported as some on June 20, 1973 by the City Manager.
