REGULAR MEETING
The regular meeting of City Council was held on Monday, December 23, 1968 at 7:30 P.M. with Mayor Carroll presiding. Councilmen present were Messrs Biggs, Harris, Hastings, Hayes, Holpp, Hughes, Jackson and Walls.
MINUTES
The minutes of the special Council meeting hold on December 17, 1968 were approved and bore the written approval of Mayor Carroll.
SEWER AUTHORITY
A discussion was held on the proposal drawn up by the City Manager and City Solicitor on the proposed appointment of an Administrative Board to handle the operation of the Sewer System to be constructed by Kent County. City Manager Neylan explained the powers delegated to the administrative board as proposed by the City of Dover. Legislation would have to be adopted by the State Legislature in order that the County might set up such a board. The County had proposed certain powers of the board in its summary presented to the Council December 17, 1968, at which time the Council asked that the City Manager, City Solicitor, County Engineer and the Attorney for the incoming Levy Court meet to discuss these powers and also meet with the Bonding Attorney for the County to draw up the proposed enabling legislation needed to set up the Administrative Board. Mr. Neylan stated that this meeting was to take place on Friday, December 27, 1968. Council then asked the question of whether these negotiations with the County have committed the City of Dover to the County-wide Sewer System. Mr. Neylan stated that although the City of Dover must show a certain amount of good faith by these negotiations, the City is not bound to the project until a contract is signed, which would specify the powers of the Board, cost to the City, method of financing, etc.
