REGULAR MEETING
May 11, 1966
A Special Meeting of City Council was held Wednesday, May 11, 1966 at 7:30 P.M. with Mayor Carroll presiding. Councilmen present were Messrs. Biggs, Harris, Hastings, Hayes, Holpp, Jackson and Smith.
POST OFFICE
The General Services Administration is planning to construct a Federal Office Building in the City of Dover and to dispose of the Old Post Office Building. They desire to exchange the Post Office Building for a site on which to construct the office building. Officials of the agency have met with City officials and have surveyed Dover for a site. They have selected a site bounded by Queen and New Streets, Bank Land and North Street. The City has obtained options to purchase the properties which expire in July. The cost to purchase is approximately $150,000. The GSA desires a written offer from the City to exchange the land for the post office building. On motion of Mr. Hayes, seconded by Mr. Holpp, Council authorized a letter be sent to the General Services Administration offering to purchase for the sum of approximately $150,000 lands bounded by New Street, Queen Street, Bank Lane and North Street, with the exception of three properties on the corner of Queen and North Streets, and to exchange the lands acquired for the Old Post Office Building, noting that the option to purchase expires in July.
FEDERAL POWER
Council discussed Opinion No. 490 of the United States Federal Power Commission in the case of the City of Dover and other against the Delaware Power and Light Company. St. Michaels, Stockton and Dover charged unlawful discrimination and petitioned for the same purchased power rates, among other things, which DP&L grants to the Electric Cooperatives. This petition was denied. The City of Dover has 30 days from the date of the Opinion, April 21, to file for review or rehearing before the Commission. Spencer Reeder, attorney for the City in the case, has urged that the City file for review. The City is also involved in a system study to determine its future needs in transmission and power supply. Mr. Ward reported on a meeting held with DPL officials on Tuesday, May 10, 1966 in connection with the study. He had thought the discussion would be confined to engineering but rates were also discussed. Council discussed the need for an engineering feasibility study on power requirements and whether negotiations should be carried on with DP&L before complete settlement of the case before the Federal Power Commission. It was stated that Mr. Robert’s opinion was that the City should neither negotiate nor sign any contract amendments based on the FPC decision while litigation continues. On this point Council was undecided. On motion of Mr. Holpp, seconded by Mr. Jackson, Council authorized Mr. Reeder to file with the Federal Power Commission a petition for review or rehearing of its Opinion No. 490.
