REGULAR MEETING
April 27, 1964
The Regular Meeting of City Council was held Monday, April 27, 1964 at 7:30 P.M. with Mayor Carroll presiding. Councilmen present were Messrs. Biggs, Hayes, Holpp, Hughes, Massey, Smith and Walls.
The invocation was said by Rev. Robert L. McKim of the Presbyterian Church.
MINUTES
Minutes of the meeting of April 13, 1964 were accepted and bore the written approval of Mayor Carroll.
COMMITTEE REPORTS
A written report of the meeting of the Safety Advisory Committee was submitted by Councilman Walls and accepted by Council.
A written report of the meeting of the Parks, Playgrounds and Tree Committee was submitted by Councilman Walls and accepted by Council.
A written report of the meeting of the Wages, Hours and Legislative and Finance Committee was submitted by Councilman Hayes and accepted by Council.
A written report of the Committee appointed to study revision of the Building Code and to adopt a Plumbing Code was submitted by Councilman Hughes. He recommended that the codes now in use in New Castle county be adopted as a temporary expedient until codes specifically relating to the City of Dover can be prepared, and that a committee of citizens be appointed by the Mayor to recommend to Council the provisions of codes to be adopted. City Manager Ward reported that the Solicitor recommended the New Castle Codes not be adopted because they contained provisions, such as referrals to the Levy Court, which would not apply to Dover. It was decided no to adopt a temporary measure, but that the committee proceed to study and recommend codes that would apply to Dover, with the aid of City officials.
TAX ASSESSMENT COMMITTEE
Councilman Hayes reported that the committee studying tax assessment of properties lacking City utilities had received a letter from the Cleminshaw company and required further meeting with a representative of that company and the City Assessor before making any recommendations.
KENBRIT REZONING
A request was received from the Kenbrit Corporation, Harold Remley, Secretary-Treasurer, to rezone the land located at the southeast corner of South Bradford Street and Gooden Avenue, from its present RG-1 designation to RG0, so that a professional office building may be erected on the site.
On motion of Mr. Hayes seconded by Mr. Walls, Council by unanimous vote adopted the following resolution providing for a public hearing; and asked the recommendation of the Planning Commission:
RESOLUTION SETTING FORTH TIME AND PLACE OF PUBLIC HEARING ON A PROPOSED AMENDMENT TO THE ZONING MAP AND DIRECTING THAT A NOTICE OF SAID HEARING BE PUBLISHED IN ACCORDANCE WITH THE PROVISIONS OF THE DELAWARE CODE
WHEREAS, a certain area located at the southeast intersection of South Bradford Street and Gooden Avenue in the City of Dover is presently zoned for general residence use, RG-1, and
WHEREAS, a request was submitted to change the zone designation from RG-1 to RG0, General Residence and Office use, and
WHEREAS, it is necessary to hold a public hearing prior to amending the Zoning Ordinance and Zoning Map.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF DOVER:
1. That a public hearing be held at City Hall, at 8:00 P.M., on May 25, 1964, on a proposed amendment to the Zoning Ordinance and Zoning Map of the City of Dover which would rezone from RG-1 to RG0 use the following described area in the City of Dover:
That plot of land located at the southeast intersection of South Bradford Street and Gooden Avenue measuring 400 feet south from the intersection of Gooden Avenue on Bradford Street, and 180 feet east from Bradford Street on Gooden Avenue, being bounded on the east by a 15 foot alley, containing 72,000 square feet.
2. That notice of the public hearing be given in accordance with the provisions of the Delaware Code.

CONTRACT #16
City Manager Ward reported that bids had been received at 2 P.M. April 20, 1964 for furnishing and installing two deep well turbine pumps in existing Danner Farm and East Dover Elementary School wells. Five bids were received with low bid coming from Layne, New York Co. Inc. in the amount of $11,296. Acceptance was recommended. On motion of Mr. Hayes, seconded by Mr. Holpp, Council authorized award of the contract to the low bidder, Layne New York Co. for their bid in the amount of $11,296.00.
SALE OF CAR
An offer was received from Holden & Mundy to purchase for $150 a Dodge Station Wagon owned by the City which was wrecked beyond repair in an accident. Following discussion, on motion of Mr. Hughes, seconded by Mr. Biggs, Council authorized the City Manager to dispose of the vehicle as he saw fit.
IMPROVEMENT PROGRAM
Council discussed the capital improvement program of the City. Councilman Walls will supply a list of park and recreation improvements required. Councilman Hayes discussed the possibility of providing parking facilities which the Parking Authority appears unable to do. The program will be considered by the Legislative & Finance Committee.
BROWN APPOINTMENT
On motion of Mr. Hayes, seconded by Mr. Walls, Council by unanimous vote approved the appointment by Mayor Carroll of Charles Brown as a member of the Dover Planning Commission to fill the unexpired term of David McCue, who resigned, the term being until February 28, 1966.
OLD DOVER DAYS
Old Dover Days will be observed May 2 and 3 and will include a reception by the Mayor and Council, and their wives, in the Old State House on Sunday May 3, at 1:30 P.M. The Mayor and Councilman Hughes, Massey and Walls have indicated they will attend.
ALDERMAN SCHOOL
A class in traffic court procedure will be held at Fordham University for a period of one week in June. Alderman Cavanaugh desires to attend and offers to pay all expenses if the City will pay the tuition fee of $75. On motion of Mr. Massey, seconded by Mr. Biggs, Council approved payment of the tuition fee of $75.00.
COUNCIL RULES
Councilman Hughes discussed the rules of procedure for conduct of Council business which he had proposed be adopted some time ago. He suggested that the Clerk make copies of the proposal and circulate them to all members of Council and the Solicitor and consider their adoption of the next meeting. The Clerk will make and distribute copies.
