SPECIAL MEETING

January 8, 1964

A Special Meeting of City Council was held Monday, January 8, 1964 with Mayor Carroll presiding. The meeting was called to order at 9:30 P.M. Councilmen present were Messrs. Biggs, Harris, Hayes, Hill, Holpp, Hughes, Smith and Walls.

DP & L CONTRACT

Prior to the meeting as the Council, the members had met with the Utility Committee to become acquainted with the terms of a proposal received from Delaware Power & Light Company under which the City would purchase emergency electric service. Under the proposal the City would have available, in parallel operation, emergency or standby electric service up to a maximum capacity of 16,500 KW. The rate for the service would be a demand charge of $1 per kilowatt per month plus a kilowatt hour charge for any energy actually used in accordance with the resale power schedule of the Company, the first bracket being 1.75¢ per kilowatt hour for the first 100 hours use of demand up to a maximum of 150,000 kilowatt hours. The minimum monthly bill would be $5,000 which would continue as the minimum as long as no demand in excess of 5,000 kilowatts was placed on the Company. Whenever the emergency requirements of the City placed a measured demand in excess of 5000 kilowatts on the Company’s system, the minimum monthly bill from that time on would be the measured demand in kilowatts multiplied by $1.00, eg, 5500 kilowatts of measured demand, new minimum $5500 per month, 10,000 kilowatts of measured demand, new minimum $10,000 per month. The proposal offered a one year term, automatically renewed from year to year, unless either party gave notice of intent to cancel at least two months prior to the anniversary date. The proposal also contained conditions under which the City could test one at a time the full capacity of the 16,500 KW generators at the McKee Run plant and dispose of excess energy through the DP&L system. The Company would pay the City for energy thus accepted at the rate of 2.7 mills per kilowatt hour. The above, in essence, are the terms contained in the proposal which was read and discussed in detail.

On motion of Mr. Hill, seconded by Mr. Harris, Council by unanimous vote authorized the Mayor and Clerk to sign the contract on behalf of the City of Dover, if after review by the City Solicitor no exceptions were found by him.
