REGULAR MEETING
January 22, 1962
The regular meeting of City Council was held Monday, January 22, 1962 at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Hayes, Holpp, Thompson, Turner and Zartman.
MINUTES
Minutes of the meeting of January 8, 1961 were accepted as read and bore the written approval of Mayor Haman.
MUNICIPAL ELECTION
The Election Board certified to the Mayor and Council that the results of the Municipal Election held Monday, January 15, 1962 were as follows:

ORDINANCE
On motion of Mr. Thompson, seconded by Mr. Davis, Council by unanimous vote passed the following ordinance:
AN ORDINANCE RESTRICTING THE PARKING OF VEHICLES ON BUDD STREET IN THE CITY OF DOVER.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:
Section 1. From and after the passage and approval of this Ordinance, it shall be unlawful to park any vehicle for a period of more than one-half hour on the North side of Budd Street between State Street and American Avenue South, from 11:00 A.M. to 9:00 P.M., Monday through Friday.
Section 2. The Police Department of The City of Dover, and any individuals, firms, or corporations acting at the request and on behalf of the said Police Department, shall be vested with the authority to remove or tow away any vehicles parked in violation of Section 1.
Section 3. All vehicles removed or towed away pursuant to this ordinance shall be taken to a storage area selected by the Police Department and shall remain there until such time as a release is obtained from the Police Department.
Section 4. The owner or owners and/or the operator of any vehicle impounded pursuant to this ordinance shall, before vehicle is released, pay all expenses incurred by the removal of towing of such vehicle in addition to any fine and costs as hereinafter provided.
Section 5. Any person convicted of a violation of this ordinance shall be fined not less than One ($1.00) Dollar nor more than Twenty-five ($25.00) Dollars, plus costs, and/or upon failure to pay such fine plus costs as may be imposed shall be imprisoned not less than one(1) day nor more than thirty (30) days.

STOP SIGNS
The City Manager and Chief of Police recommended that stop signs be installed at the four corners of the intersections of Dover Street and Monroe Terrace and Waples Avenue and Monroe Terrace for a period of 60 days after which two stop signs at each intersection shall be removed. On motion of Mr. Thompson, seconded by Mr. Hayes, Council approved installation of the stop signs as recommended.
URBAN RENEWAL
Myron Lamb, Director of Urban Renewal, reported that the Federal government had approved extension of the planning period for the Dover Green-West Renewal Project until May 1, 1962.
ZONING AMENDMENT
A letter from the Planning Commission recommended to City Council that the Zoning Ordinance be amended to rezone land lying east of south Governors Avenue between Hope and South Streets, comprising lands of the Masonic Temple, of Doctor Fox, and the rear of Kent Genral hospital, from C-3 District to I-0 District.
On motion of Mr. Thompson, seconded by Mr. Hayes, Council directed that the proposed amendment to the Zoning Ordinance be advertised for public hearing at its meeting of February 12, 1962.
NORTH STREET
Chief of Police Turner recommended that parking be prohibited in one space to the east and one space to the west of the entrance to the Farmers Bank parking lot on North Street. On motion of Mr. Thompson, seconded by Mr. Hayes, the recommendation was approved. A survey will be made of parking in the entire block.
ARMY RESERVED PARKING
A letter from the U.S. Army Recruiting Office requested a reserved parking space at 218 S. Governors Avenue. On motion of Mr. Thompson, seconded by Mr. Hayes, the request was denied.
STORM SEWER
Bids were obtained for construction of a storm sewer between State Street and Governors Avenue on Fulton Street. Low bid was received from Delaware Roads, $7424.60. On motion of Mr. Hayes, seconded by Mr. Thompson, council awarded the contract for construction of the storm sewer to the low bidder, Delaware Roads.
BUILDING INSPECTOR
The committee of Council appointed for the purpose, recommended that Council appoint Jack Roe as building inspector for the year 1962, and that he be authorized to employ a secretary and purchase the necessary office equipment. Sufficient funds to cover the added expense are in his budget. On motion of Mr. Carroll, seconded by Mr. Thompson, the recommendation of the committee was accepted and approved. The committee also recommended that the Building Inspector’s office be located in the old engineer’s office on the second floor of City Hall.
