REGULAR MEETING
September 11, 1961
The regular meeting of City Council was held Monday, September 11, 1961 at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Fromm, Hayes, Holpp, Thompson, Turner and Zartman.
The invocation was said by Mr. Stuart of the Baptist Church.
MINUTES
Minutes of the meeting of August 28, 1961 were read and bore the written approval of Mayor Haman. They were ordered corrected to indicate that Messrs Hayes and Zartman vote ‘No’ on approval of a contract between Raymond and May Associates and the City of Dover as Planning Consultants and a copy of the contract made a part of the minutes; and that Messrs Hayes and Zartman voted ‘No’ on approval of a contract to employ Raymond and May to prepare a scale model of the urban renewal area at a cost of approximate $5000.
Minutes of the meeting of August 31, 1961 were accepted as read and bore the written approval of Mayor Haman.
REPORTS
Report of the Chief of Police for August was accepted as read.
Report of Alderman Shockley for February was accepted as read. Checks in the amounts of $193.00 and $252.50 were remitted to the City. Report of Magistrate Knotts was accepted as read. A check in the amount of $465.70 was remitted to the City. Report of Magistrate Cavanaugh was accepted as read. A check in the amount of $124.80 was remitted to the City.
Report of the Fire Marshal and Building Inspector was accepted as read.
Report of General Fund cash receipts for August was accepted as read.
Report of General Fund budget for July was accepted as read.
Report of Electric System Revenue Fund and Electric System Improvement Fund cash receipts and disbursements for August was accepted as read.
City Manager Report
Report of the City Manager for August was accepted as read.
SLAUGHTER STREET
A letter from Mrs. Lillian Sockem requested the extension of Slaughter Street to the west thru land which she would dedicate. The street is in an area where the Dover Housing Authority proposes a project. On motion of Mr. Fromm, seconded by Mr. Davis, the request was referred to the Planning Commission for study and report back to Council.
WARD REPORT
City Manager Ward reported that the reconstruction of Loockerman Street should be completed within two weeks, and that the digestor tank at the sewage plant was cleaned and back in service. He complimented Supt. of Public Works Jack Woods for a fine job on the digestor tank.
LOAN TO FIRE COMPANY
The Robbins Hose Company has purchased a new piece of fire apparatus and is negotiating a $30,000 loan to pay for it. Council discussed ways it could aid the Company from paying the interest to giving or loaning the money. It was finally suggested that the City loan the money interest free.
Council recessed for 15 minutes while the Fire Company was contacted.
On reconvening City Solicitor Buckson informed Council that the Robbins Hose Company had authorized its officers to borrow $30,000 from the City of Dover and to give the City an interest-free 30-day demand note with the understanding that the Fire Company would repay the note from such funds as it would have available in the future and that it would borrow the money elsewhere to repay the City if the City’s needs required such action before funds were otherwise available.
On motion of Mr. Zartman, seconded by Mr. Fromm, Council authorized the City Treasurer to pay Robbins Hose Company No. 1 the sum of $30,000 upon presentation of a note containing the above provisions.
PARKING AUTHORITY
Council received a copy of a report to the Dover Parking Authority for the year ending June 30, 1961 prepared by its Treasurer, William R. Manter. It had not been audited.
Councilman Thompson pointed out that the enabling act setting up parking authorities required an annual report to City Council, an audit of the accounts and publication of the financial report. He believes the requirements of the law should be fulfilled. It was pointed out that other Commissions should make periodic reports but that unpaid members lacking a full time staff sometimes overlook the requirements.
The Clerk of Council was directed to prepare a calendar of various reports required and to notify the various commissions when such are due.
