SPECIAL MEETING
May 19, 1961
A special meeting of City Council was held Friday, May 19, 1961 at 1:00 P.M. with Mayor Haman presiding. Councilmen present were Messrs Davis, Fromm, Hayes, Holpp, Thompson, Turner and Zartman.
The meeting was called for the purpose of discussing the necessity for completion of the audit required of construction funds borrowed for the purpose of erection of the new power plant. It was felt that a more complete audit should be performed than that done as of December 31, 1960, and that the books and records of The Kuljian Corporation in Philadelphia which relate to the project should be included. Talks have already been held with The Kuljian Corporation about this need. For this purpose the following resolution was presented.
On motion of Mr. Zartman, seconded by Mr. Hayes, Council by unanimous vote adopted the following resolution:
WHEREAS, the City of Dover, Delaware adopted a Resolution on May 9, 1960, authorizing and securing Electric Revenue Bonds, and
WHEREAS, said Resolution provided for and required periodic audit covering all receipts and money then on deposit and any investments and all disbursements made pursuant to the terms of the Resolution, and
WHEREAS, the most recent audit omitted certain information which is deemed to be important in order for the current status of the project to be determined and for budgetary reasons, and
WHEREAS, the Executive Vice President of Kuljian Corporation at the meeting in Dover, Delaware with members of the Council and representatives of City government extended an invitation to the City of Dover, as a client of the said Corporation, or its duly authorized representatives to investigate and review all records pertaining to the project, and
WHEREAS, it is now deemed necessary and advisable to obtain additional information concerning the current status of the project for budgetary reasons;
NOW, THEREFORE BE IT RESOLVED, That a request on behalf of the Mayor and Council of the City of Dover be presented to the Kuljian Corporation at its office located at 1200 North Broad Street, Philadelphia, Pennsylvania, for permission for the duly authorized and properly qualified agents or employees of the City of Dover to examine and copy all records and materials pertaining to the construction of the Dover Power Plant as authorized by the aforesaid Resolution.

AUDIT AUTHORIZATION
On motion of Mr. Holpp, seconded by Mr. Thompson, Council authorized William R. Manter, CPA, with the assistance of the City Clerk, to make a complete audit of the construction funds of the new power plant beginning Monday, May 22, 1961, including the books and records of The Kuljian Corporation, in Philadelphia.
