SPECIAL MEETING
August 3, 1959
A special meeting of City Council was held Monday, August 3, 1959 at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Fromm, Hayes, Holpp, Mundy, Turner and Zartman.
City Council met with the planning consultants, Raymond & May and Mr. Ward Wright, Village Manager, Hastings-on-Hudson, New York to discuss current problems of Dover, particularly those concerned with annexation. Mr. Wright outlined his experience with annexation in a town in Illinois by which he was formerly employed. The consensus of opinion was that prior to annexing an area, or areas, studies should be made to estimate the potential tax revenue, the increased operating costs tot he City, and the cost of capital improvements. A method of financing the increased cost must be worked out. The basic formula recommended was that newly annexed areas pay the cost of benefits received. Legislation was recommended to provide for subdivision control, and general control by the City of areas within a 3 to 5 mile radius of the City.
