SPECIAL MEETING
November 25, 1957
The special meeting of City Council was held Monday, November 25, 1957, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Hayes, Holpp, Mundy, Turner and Zartman.
The meeting was opened with prayer by the Rev. John A. Trader.
MINUTES
Minutes of the meeting of November 11 were accepted as read.
REPORTS
Report of the Fire Recorder for October was accepted as read.
Report of City Manager for October was accepted as read.
CITY CAB
Dover City Cab Inc. desires to erect a concrete block garage and a storage lot for used cars at Queen and Cecil Street, a residential section. The request was duly advertised. No petitions for or against the request have been received. Eugene Baker stated that the Cab Company would notify its request and omit used car storage on the lot. On motion of Mr. Zartman, seconded by Mr. Carroll, the request was referred to the Zoning Committee of Council for study and recommendation at the next Council meeting.
CITY HOUSING ACCOUNTS
Report of the status of City Housing accounts was submitted to Council. On motion of Mr. Holpp, seconded by Mr. Hayes, Council directed that in all possible cases suit be brought in magistrate’s court to collect delinquent accounts.
PARKING AUTHORITY
On motion of Mr. Holpp, seconded by Mr. Hayes, Council confirmed Mayor Haman’s appointment of Emanuel Barros to serve as a member of the Dover Parking Authority for a period for a period of five years beginning October 19, 1957.
LINCOLN PARK
On motion of Mr. Davis, seconded by Mr. Mundy, Council approved the names of streets laid out on the plot of Lincoln Park, as follows: Mifflin Street; Elgin Street; Hetherton Street; Baldwin Street; and Lombard Street. The plotted right-of-way width for each of the above streets if 50'. On motion of Mr. Davis, seconded by Mr. Zartman, Council directed that the paved area curb to curb on the above named streets shall be a width of 38', with six feet on either side for curb and sidewalk. When the plot plan is recorded and filled, the City will formerly accept the streets for public use.
FLOW METER SEWAGE PLANT
On motion of Mr. Davis, seconded by Mr. Hayes, Council authorized the purchase of a flow meter for the sewage treatment plant at the installed price of $1934.
LINE TRUCK COMMITTEE
On motion of Mr. Hayes, seconded by Mr. Mundy, Council authorized the appointment of a committee to study and make recommendations to Council of the purchase of a heavy line truck. Vice Mayor Tischer appointed Councilmen Hayes, Mundy and Holpp to work with City Manager Ward and Earl Nance.
TRAFFIC COMMITTEE
On motion of Mr. Zartman, seconded by Mr. Davis, Council authorized the appointment of a committee consisting of the Chief of Police, two Councilmen and one merchant to study traffic and on-street parking problems and recommend corrections and changes to Council. Vice Mayor Tischer deferred appointment of the committee until the return of Mayor Haman.
