SPECIAL MEETING
December 17, 1956
The special meeting of City Council was held Monday, December 17, 1956, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Biddle, Davis, Hayes, Holpp, Mundy, Petty, Tischer and Zartman.
MINUTES
Minutes of the meeting of December 10, 1956 were accepted as read.
REPORTS
Report of Budget Expenditures and Ambulance were accepted as read.
ROBBINS HOSE COMPANY
Council elected the following as Chief Engineers of the Robbins Hose Company:
Chief Engineer - George Hill, Jr.
1st Assistant - Paul N. Kertiles
2nd Assistant - Jack T. Roe
CITY ASSESSOR
On motion of Mr. Davis, seconded by Mr. Hayes, Thomas E. Baker was appointed City Assessor for the year 1957.
BUILDING INSPECTOR
On motion of Mr. Hayes, seconded by Mr. Petty, Thomas E. Baker was appointed Building Inspector for the year 1957.
INSURANCE
council discussed participation of brokers in the insurance business of Dover and the distribution of commissions. Mr. Hardesty is the broker of record. The share of the broker of record has been determined by Council to be 45% of all commissions. On motion of Mr. Hayes, seconded by Mr. Davis, Council directed that the balance of the commissions be distributed equally among insurance brokers who maintain a place of business in the City of Dover and who derive the major portion of their income form the sale of general insurance, excluding life insurance, and that those brokers listed below shall participate, in addition to any broker unknown to Council who may qualify: Dover Insurance Agency, Capital Insurance Agency, Records Insurance Agency, The Parker Agency, John F. McDonald, Everston Gafford and Alda M. Price.

ELECTRIC
City Manager Ward discussed with Council operation of the Power Plant and the proposed contract with Delaware Power & Light Co.
COMMITTEE
Mayor Haman announces appointment to the Committee to revise City Ordinances Councilmen Holpp. Hayes and Tischer. He appointed to a sub-committee City Solicitor Hughes, City Manager ward, City Clerk Neylan, Chief of Police Turner, Thomas E. Baker and Robert D. Bewick.
Council adjourned at 11:50 P.M.

**WESTVIEW TERRACE
On motion of Mr. Hayes, seconded by mr. Davis, the name of West Street, from Wyoming Avenue to Dover Street, was changed to Westview Terrace. The motion of December 10, 1956, tentatively approving changing the name to Holly Terrace was withdrawn.
