SPECIAL MEETING
October 29, 1956
The special meeting of City Council reconvened Monday, October 29, 1956 at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Biddle, Davis, Hayes, Mundy, Petty, Tischer and Zartman.
ORDINANCE ELECTRIC
By unanimous vote, Council passed the following ordinance:
AN ORDINANCE TO AMEND CHAPTER IV OF THE ORDINANCE OF THE CITY OF DOVER, ENTITLED “ELECTRIC LIGHT AND POWER DEPARTMENT,” WITH REGARD TO THE COLLECTION OF ELECTRIC BILLS AND DISCONTINUANCE OF ELECTRIC SERVICE FOR FAILURE TO PAY THE SAME.
Be It Ordained By The Council Of The City Of Dover:
Section 1. Section 2 of Chapter IV of the Ordinance of The City of Dover, as amended, is hereby further amended by striking out the second, third and fourth paragraphs of said section and inserting in lieu thereof the following two paragraphs:
The City Manager shall discontinue electric service to any consumer who shall fail to pay any charge for electric current for more than twenty (20) days after the date of mailing a bill for such charge to such consumer.
An additional charge of Two Dollars and Fifty Cents ($2.50) shall be made for each trip by a city employee either to disconnect electric service after failure to pay a bill for twenty (20) days or reconnect electric service which has been disconnected as aforesaid. The city employee sent to disconnect electric service to a consumer may accept payment in full of all charges for electric current due from such consumer plus the sum of Two Dollars and Fifty Cents ($2.50) in payment of the disconnecting charge, and if such payment is made service to the consumer need not be disconnected on such occasion.
Section 2. This ordinance shall be effective January 1, 1957.

PARKING COMMITTEE
Mr. Tischer reported on a meeting held by the Zoning Committee with Mr. E. Powell Smith of Wilmington. Mayor Haman appointed Mr. Mundy to the committee, which includes Councilmen Tischer and Hayes and City Manager Ward.
ANNEXATION COMMITTEE REPORT
Mr. Tischer reported on a meeting of the Annexation Committee and the preparation of a brochure which will be delivered in person to residents of the Morris estates area.
PARKING AUTHORITY
Council approved the appointment of Karl Dorzbach Jr. as a member of the Parking Authority, replacing Karl Dorzbach Sr., whose term expired.
LIONS CLUB
The Dover Lions Club is sponsoring a football game between Wesley Junior College and Furmer College at the Dover High School Field. They requested Council to make no charge for electricity used to light the field. Councilman Davis stated he would donate the cost of the electricity to the Club rather than set a precedent for similar requests.
WOOD BUILDING PERMIT
James H. Wood requested a building permit to erect an office building on North Street. Council discussed the idea of widening North Street at some future date and the possibility of establishing a new building line, probably on the south side of the street, to accomplish that end.
Council also discussed its desire to restrict building on approaches to The Green to some type of Colonial architecture. On motion of Mr. Davis, seconded by Mr. Zartman, the above matters were referred to the Zoning Committee.
Mr. Tischer will discuss with Mr. Wood the exterior design of his proposed office building and encourage him to use features of Colonial design.
ARMY RESERVE CENTER
City Manager Ward presented to Council the proposed design for the new Army Reserve Center at New and Clara Streets. Council examined the plans and approved issuing a building permit.
POWER PLANT
Council discussed with C. M. Anderson, Lester McClements and the City Manager the operation of the power plant, the return to service of the new boiler, total boiler capacity, operation of the turbines and the terms of the contract with Delaware Power & Light.
