SPECIAL MEETING

January 9, 1954

The special meeting of City Council was held Saturday, January 9, 1954, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Biddle, Davis, Helm, Holpp, Petty, Smith and Tischer.

ELECTRIC UTILITY

Council received from City Solicitor Hughes a report on the recent decision of the Delaware Public Service Commission which denied to Delaware Power & Light Company a certificate of convenience and necessity to serve electric current to the Dover Air Force Base. The decision appears to establish that the City of Dover is an electric utility with an established territory which a like utility cannot freely invade.

City Manager Ward explained the manner by which the Dover Air Force Base could be adequately supplied with electric current by the City of Dover, and outlined the necessity for negotiations with Delaware Power & Light Company for the purchase of electricity for resale.

Following discussion Council decided that discussions should be held with management of Delaware Power & Light Company in an effort to reach agreement on the policy to be followed by that Company in its relations with the City of Dover, and on the policy to be followed by the City. The Mayor was authorized to appoint a committee to conduct in the preparation of the letter requesting the original meeting. Negotiation of a new contract for purchase of electric current will be deferred until this committee has completed its function.

CONGRATULATORY LETTERS

Council directed that letters of congratulations be sent to Col. Paul Zartman upon his appointment as Wing Commander at the Dover Air Force Base and to Col. Alfred H. Dehle upon his appointment as Base Commander.

Council adjourned at 9:20 P.M.
