SPECIAL MEETING
July 30, 1952
The special meeting of City Council was held Wednesday, July 30, 1952, at 1:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Book, Davis, Helm, Holpp, Mundy Petty, Smith and Tischer.
Representatives of Delaware Power & Light Company, including Mr. Nelson and Mr. Pierce, were present to discuss the need of the City of Dover for additional power, with particular reference to the requirements of the Dover Air Base.
Following discussion, the following conclusions were arrived at:
The City of Dover has no need for 3 - 833 KVA transformers now located at the City power plant, which DP&L can remove at any time.
With funds provided from a bond issue authorized for electric distribution, Dover plans to buy from DP&L the present 22 KV feeder from the Dover power plant to the City line on the Hazeletville Road. DP&L would be given right-of-way for an existing 13.5 KV line strung on the poles from the City line to the Diamond Ice & Coal Company plant on Hazeletville Road. All power purchased buy the City of Dover will be metered at the City line.
DP&L will resubmit to the Dover air Base a bid for constructing line and meeting its power requirements, probably with no change made, though the provisions were once considered and not approved by the Air Base. DP&L will accompany its bid with a statement that it prefers to supplt power to the Air Base through resale by the City of Dover.
DP&L will submit tot he City of Dover a rough draft of a new contract based on the demand by the City of a maximum of 15,000 KW by 1958. The City pointed out that any new contract must agree in duration with any contract entered into between the City and the Dover Air Base, whose demand by 1958 has been estimated at 8,000 KW. DP&L agreed to study the terms of the contract under which the City buys power, with the purpose of possibly modifying some of its conditions, particularly that condition which required 400 hours use of the maximum demand by the City. The rough draft of the contract will be submitted to the City before August 8, 1952 so that its terms can be considered before the City submits a proposal for supplying power to the Dover Air Base.
