SPECIAL MEETING
July 19, 1952
The special meeting of City Council was held Saturday, July 19, 1952, at 10:00 A.M. with Mayor Haman presiding. Councilmen present were Messrs Book, Davis, Helm, Mundy Petty and Tischer.
City Manager explained the proposal that was to be submitted tot he Dover Air Base covering the cost of construction of transmission lines and the furnishing of electric power to the base. Three items were embodied in the line construction proposal:
1. Replacement of the present #4 copper in the present DP&L feeder line to the power plant with #0000 copper- $7,000.00
2. Construct a new 22 KV line feeder from DP&L to Dover Power Plant- $36,000.00
3. Construct a new 22 KV line from City of Dover Power Plant to Air Base-
$54,000.00
The Government will pay all costs of the above line construction. The cost of item #3, $54,000.00, plus the cost of the switch station, or circuit breaker, will be refunded to the Government by an allowance of 10% of the monthly billing for electric current.
The proposal for furnishing electric current is based in the current contract of the City of Dover with DP&L for power purchased for resale, plus a reasonable profit. Briefly, the proposed rates are as follows:
Demand Charge:
$1.50 per kilowatt of billing demand.
Energy:
First 100 hours of billing demand @ $1.75 per KWH
Next 200 hours of billing demand (but not to exceed
150,000 KWH per month) @ $1.25 per KWH
Excess KWH at $.1 per KWH
The energy charge shall be adjusted in accordance with the fuel adjustment cost charged to the City of Dover by DP&L on its monthly bills, plus 10% of such charge.
The proposal includes an adjustment for power factor, and a minimum monthly charge.
Council approved submission of the above proposals to the Dover Air Base.
The City Manager was instructed to contact the three Congressmen form Delaware by telephone, correspondence, or in person if deemed necessary to him, to explain the position of the City in furnishing power to the Base, and to request their assistance in completing a contract. He will furnish them with the name of the office or bureau who must approve a contract.
