SPECIAL MEETING
January 27, 1952
A special meeting of City Council was held Sunday, January 27, 1952 at 2:00 P.M. with Mayor Storey presiding. Councilmen present were Messrs Carroll, Culver, Holpp, Petty and Smith.
LOOCKERMAN STREET STORM SEWER
The meeting was called as the result of charges by Mr. Rowe Von Pleasanton of the contracting firm of Pleasanton & Edgell that the storm sewer on Loockerman Street was not being installed in accordance with specifications outlined in the request for bids on the project. Council awarded the job to J. Ward Hurley, November 26, 1951, on his bid of $12,463.50. Other bids received were from Pleasanton & Edgell, $17,000.00, George & Lynch, $19,014.00. Mr. Pleasanton charged that the bid specified hand labor and a depth of approximately eight feet. Mr. Hurley had been permitted by the City to use machinery in removing the top level and as the result of encountering an unknown telephone conduit under State Street, the City had raised the grade from that point approximately two feet. Mr. Pleasanton stated he was speaking as a taxpayer when he insisted that the sewer be installed at the grade upon which bids were made. The sewer has already been installed to a point more than 100 feet beyond where the grade was changed. Under the terms of the contract, the City must pay for moving utilities and, following mutual agreement with the contractor, may make a change in the level or grade. Mr. Hurley stated his willingness to renegotiate the cost of the job from the point where the grade was raised. Council took no action but directed that work should not continue until controversy was resolved.
