SPECIAL MEETING
December 13, 1951
A special meeting of City Council was held Thursday, December 13, 1951 at 9:00 P.M. with Mayor Storey presiding. Councilmen present were Messrs Book, Carroll, Culver, Holpp, Mikell, Petty, Smith and Wilson.
Council considered a petition requesting postponement of the referendum election scheduled for December 27, 1951 until some date following installation of Mayor and Council in February 1952. Members of Council could perceive nothing that would benefit the City of Dover by delaying the referendum election. Mr. Culver stated his conviction that postponing the election would offer more assurance that the voters would approve the proposed bond issues. Other members of Council had been told by signers of the petition that they would vote approval of the bond issue even though the election were held on the date now scheduled.
On the motion of Mr. Petty, seconded by Mr. Wilson, Council reaffirmed its Resolutions adopted November 30, 1951, which set the date December 27, 1951 for conducting the referendum election. Mr. Culver voted No.
CITY MANAGER RESIGNATION
O.B. Agner submitted to the City Council his resignation as City Manager. Council accepted his resignation to take effect as soon after February 15, 1952 as a successor can be appointed.
CHRISTMAS HOLIDAY
Council directed that City offices be closed from close of business Friday, December 21, 1951 until Wednesday, December 26, 1951.
BUS LINE PERMIT
Council approved granting a temporary permit to Capital Transit for operating a bus line within the City of Dover, pending adoptions by Council of an ordinance governing such utility.
Council adjourned at 10:00.
