REGULAR MEETING
November 8, 1948
The regular meeting of City Council was held on Monday, November 8, 1948 at 7:45 P.M. with Vice-Mayor Carson presiding. Members present were Messrs Carroll, Culver, Hartnett, Mikell and Wilson.
Minutes
Minutes of the last regular meeting were accepted as read.
City Manager’s Report
The City Manager’s Report was accepted as read.
Chief of Police Report
Report of the Chief of Police for October 1948 was accepted as read.
Alderman’s Report
Report of City Alderman Conrad was accepted as read. A check in the amount of $334.45 covering collections for October 1948 was remitted to the City.
Report of Alternate City Alderman Knight was accepted as read. A check in the amount of $51.70 was remitted to the City.
Trailers
Mr. Brown reported that no City Ordinance controlled parking of trailers within the City limits. Council directed the City Solicitor to draw up an ordinance for consideration at the next regular meeting.
Request for No Parking Space
A request from Mr. Thomas Harrison for a no-parking space on South Governors Avenue near Bank Lane was discussed. No action was taken.
A request from WDOV for a no-parking space was rejected.
Christmas Lighting
Council directed that the same lighting and decorations be installed on the streets of Dover for the Christmas season as was done last year.
Council authorized the expenditure of not to exceed $100 for Christmas music on the streets.
Special Electric Rate
Council directed that future billings for electric current consumed by the Palmer Home be at ½ the present rate.
Publishing Public Carrier and Public Utility Rates
A resolution was presented by the Dover Chamber of Commerce requesting that City Council require by ordinance that rates charged by public carriers and public utilities be published and displayed for the general information of the citizens. In the event City Council lacked this power, they requested a bill be prepared for action of the State Legislature.
The matter was referred to the City Solicitor for study and drafting of an ordinance.
Preservation of Trees
Mr. Max Terry, representing “Friends of Old Dover” and other citizens, presented a resolution to Council objecting to granting The Diamond State Telephone Company permission to lay conduit beneath the sidewalk on the east side of State Street from South Street to North Street, claiming that trees lining the street would be injured and endangered thereby. They further objected to laying the conduit beneath any sidewalk where trees might be harmed. The work of laying the conduit was begun today.
Council directed that the permit granted the Telephone Company be cancelled, that work be halted immediately, and that a committee be appointed from members of Council, and interested citizens to meet with representatives of the Telephone Company to further study the matter and decide on re-routing the conduit.
Vice-Mayor Carson appointed City Manager Brown, Mr. Hartnett and Mr. Wilson to the committee.
Employee-Police Department
Council authorized the employment of one clerk at a salary not to exceed $30.00 per week, to replace Mr. Fred Olliver at the desk in the Police Department. In the future, Mr. Olliver’s particular duties will be enforcing the parking meter ordinance.
