SPECIAL MEETING
November 17, 1947
A special meeting of City Council was convened at 1:15 P.M. on November 17, 1947, with Mayor Woodford presiding. Members present were Messrs. Hartnett, Carson Wright, Vane, Mikell and Keith.
City Manager Brown explained the emergency now existing, caused by broken tubes in the Keeler Boiler at the Municipal power plant. He stated that the Delaware Power & Light Company would supply power to the City provided one of the following conditions was met.
1. That the proposed contract between the Delaware Power & Light Company and the City of Dover, and between the City of Dover and the International Latex Corporation was completed.
2. That the City of Dover purchase standby power from the Delaware Power & Light Company for an undetermined period at a cost per month of $2.00 per KW plus $670.00 line rental.
General discussion of the matter followed. Recommendations were made to the effect that outright purchase of current would be less costly to the City than purchase of standby. In the latter event the Delaware Power & Light Company demanded a contract of not less than three years duration, with a minimum purchase of current of from 300 to 700 KW per month.
Mr. Heinze stated that the International Latex Corporation rejected the contract proposed by Council in its meeting of November 5, 1947. Mr. Heinze said that in the event the City of Dover entered into a contract to purchase current from the Delaware Power & Light Company he would recommend to his Board of Directors that the International Latex Corporation guarantee the City of Dover a minimum purchase of 300 KW per month for a period not to exceed three years.
Upon motion of Mr. Carson, seconded by Mr. Hartnett, the Council directed that the City of Dover enter into a contract with the Delaware Power & Light Company to purchase current for a period of time not exceeding three years, if the City of Dover has to guarantee to take not more than 300 KW of current, provided the International Latex Corporation agrees during the full period of said contract to purchase from the City of Dover a minimum of 300 KW of current per month.
