SPECIAL MEETING

                                                                                                                        November 5, 1947

A special meeting of City Council was convened at 7:30 P.M. on November 5, 1947, with Mayor Woodford presiding. Members present were Mrs. Frear, Messrs. Keith, Hartnett, Carson, Vane, Mikell and Wright.

The proposed contracts between the Delaware Power and Light Company and the City of Dover and the International Latex Corporation were discussed.

Mr. Heinze, representing the International Latex Corporation, presented a written statement (attached) of the power requirements of that corporation.

City Manager Brown outlined the proposed contracts as drawn up by the Electric Committee of Council. Mr. Heinze objected to points in the proposed contract. Mr. Carson stated why the Committee considered the proposed contract reasonable and fair. General discussion followed.

Upon motion of Mr. Carson, seconded by Mr. Hartnett, it was ordered that the City of Dover enter into a power contract with the International Latex Corporation in accordance with the proposed contract presented to Council by the Electric Committee, with the following exceptions:

1.         That the contract be for a period of 3 years.

2.         That the City guarantee to the Corporation a standby of 750 KW, with the provision that a standby of 1000 KW will be guaranteed when, in the judgement of the City Manager, the Dover Power Plant is equipped to produce 4500 KW

Provided further, that completion of the above contract be contingent upon the Delaware Power & Light Company agreeing to supply power thru the City for a like period.

Upon motion of Mr. Carson, seconded by Mr. Hartnett, the City manager was authorized to complete a contract with the Delaware Power & Light Company to supply power to the International Latex Corporation thru the City of Dover for a period of 3 years, said contract to parallel and be contingent upon completion of a contract with the International Latex Corporation.

Upon motion of Mr. Hartnett, seconded by Mr. Mikell, Council authorized the City Manager to present to the International Latex Corporation the proposed steam contract as prepared by the Committee, with the following changes:

1.         That the contract be for a period of 3 years

2.         That steam furnished be at a price of 90¢ per 1000 lbs., with fuel adjustment based on current fuel cost.

Provided further, that completion of this contract be contingent upon completion of the above electric power contracts.

Reconstruction of Division Street

Council directed the City Manager to contact the State Highway Department and request that they reconstruct Division Street from the Railroad to King Street.

Council adjourned at 10:45 P.M.
