SPECIAL MEETING
October 8, 1947
A special meeting of City Council convened at 7:40 P. M. on October 8, 1947, with Mayor Woodford presiding. Members present were: Mrs. Frear, Messrs. Keith, Burton, Mikell, Carson, Wright, Vane, and Hartnett.
Upon motion of Mr. Wright, seconded by Mr. Carson, the resignation of William F. Schmidt as City Clerk was accepted, effective October 2, 1947. The Acting City manage discussed various candidates for the position of City Clerk. upon motion of Mr. Hartnett, seconded by Mr. Wright, Council voted to employ Mr. Francis P. Neylan as City Clerk, at the rate of $60.00 per week,on a six months’ probation period.
Upon motion of Mr. Mikell, seconded by Mr. Burton, Council directed that Miss Ruth Scotton be given additional duties, consisting of having complete charge of all work and all clerks in the outer office, which work includes the billing and posting of all City accounts. Miss Scoton’s salary was set at $45.00 per week.
Upon motion of Mr. Carson, seconded by Mr. Keith, Dover High School football team was authorized to use the Dover Ball Park for their five home games, provided they pay for all current consumed and replace the park to its original condition.
Upon motion of Mr. Hartnett, seconded by Mr. Vane, a house on West Street between Division and Reed Streets, owned by Rebecca Gibbs, was condemned as a fire hazard, said house to e torn down and removed from its present position.
Upon motion of Mr. Wright, seconded by Mr. Burton, Council directed that about eighty feet of 8” sewer be installed on South Governors Avenue to serve two new houses being built by R. E. Norris.
Upon motion of Mr. Wright, seconded by Mr. Carson, Council directed the Acting City Manager to see that sidewalks were constructed or repaired where due notices have been given.
