SPECIAL MEETING

                                                                                                                        November 18, 1946

A special meeting of City Council was held on Monday evening, November 18, at 7:30 P.M. The meeting was called to order by Mayor Woodford and the following members were present: Messrs. Keith, Carson, Vane, Burton and Downes.

Purpose of Meeting

Mr. Heinze, Mr. Finsen and Mr. Dobberstein representing International Latex Corporation were present to discuss the serious effect that a breakdown in power would cause, and to try and get definite assurance that there would be no interruption in service to them in event of a breakdown. It was pointed out that International Latex Corporation employs approximately 1,000 people with a payroll of over $1,000,000.00 a year; and, if it became necessary to discontinue operations due to insufficient electrical or steam power, it would be a catastrophe to the City of Dover and vicinity. It would also mean a loss to Latex since it is necessary to process in advance approximately $100,000.00 worth of Latex in order to keep the plant running; and, if current were discontinued, it would be an entire loss within a few hours. They want assurance that, in event of a bread down, there would be no interruption in service to Latex. Mr. Wilcox stated that it would cost approximately $307,000.00 to purchase a new 1000 KW Turbine and Boiler. It would cost approximately $215,000.00 to add a Diesel Turbine. He felt that if anything is to be done, a new plant should be considered since the room in the present plant is limited. Without objection, the City Manager was authorized to purchase a 1000 KW Diesel.
