REGULAR MEETING

                                                                                                                        June 10, 1946

The regular meeting f City Council was held on Monday, May 10, at 7:30 P.M., with Vice-Mayor Keith presiding. The following members were present: Messrs. Burton, Hinkle, Vane, Carson, Mikell and Downes.

Minutes

Upon motion of Messrs. Burton and Vane, it was voted to dispense with the reading of the Minutes of the last regular meeting.

City Manager’s Report

The City manager’s report for the month of May was accepted as read.

Latex Contract

A letter from W. O. Heinze, General Manager of the International Latex Corporation, was read asking that Council consider furnishing Latex with steam at the rate of 40¢ per thousand pounds and power at the rate of 1¢ per KWH.

Mr. Heinze and Mr. Finsen appeared before Council to get an expression from the various members as to their feelings on such a proposal. Mr. Wilcox, City Manager, recommended to Council that they do not enter into a contract with Latex under the terms outlined in Mr. Heinze’s letter as the suggested rates would not show profit to the City of Dover. Upon motion of Mr. Hinkle, seconded by Mr. Vane, the matter of the rates for a new contract with Latex was tabled until the next meeting of Council.

Photography Studio

Mr. Reichelt appeared before Council asking permission of City Council to pen a photography business in his residence at 412 N. Bradford Street. Mr Reichelt was referred to Mr. Wilcox’s office for this permission.

Sacarackin Avenue Sewer

Mr. William B. Mitten appeared before Council requesting that the City do something to relieve the bad sewer condition on Sacarackin Avenue. The sewer does not have enough depth and runs out of the ground in front of the new houses which Mr. Mitten is building. In view of this condition and the fact that several other houses are soon to be built on that street, Mr. Wilcox suggested two ways of relieving this sewer condition. Upon motion of Mr. Carson, seconded by Mr. Hinkle, it was voted to run a larger sewer at a greater depth from the end of Sacarackin Avenue to State Street to replace the present sewer, at a cost of approximately $1,500.00

Lotus Street Sewer

Upon motion of Mr. Downes, seconded by Mr. Hinkle, Council approved the construction of a new sewer according to what has been known as Plan #3 which includes the following: a deep trunk sewer from the intersection of Lotus Street and Orchard Avenue north on Orchard Avenue to the alley north of Pine Street, and thence diagonally to the river. Before discharging into the river, a sedimentation basin will have to be built in the line. This scheme with the trunk sewer at depths of about 12’ to 14’ allows plenty of fall so that the entire length of Lotus Street Extended can be sewered, and also it will be possible to construct a further sewer south of Louts Street to Roosevelt Avenue at sometime in the future. It is the intention to utilize the trunk sewer mentioned herein for a few years or until the marshland near the sewage disposal plant can be filled, and then replace the diagonal branch of the trunk sewer with a new trunk sewer extending from the alley north of Pine Street to the sewage disposal plant.

Drainage for low spot on South Street

Mr. Wilcox explained to Council that there was a bad drainage condition at a point on South Street directly in front of Matthew’s new warehouse and that some action should be taken to drain the water from this hollow spot. He proposed three plans. upon motion of Mr. Carson, seconded by Mr. Downes, it was decided to put in a culvert and a storm sewer through a natural ravine across the properties of Mrs. Helen Parker and Mr. William Hurley to connect with the Tar Ditch sewer, at a cost of approximately $1,650.

Water and Sewer on Pennsylvania Ave. Extended

Mr. Wilcox explained that Mr. Magee, an owner of a lot on Penna. Ave. Extended, again requested that water and sewer be run on this street to serve his proposed house and other houses. Upon motion of Messrs. Downes and Carson, this matter was tabled until a later date.

House Numbering

Mr. Wilcox explained that there was some confusion in the present numbering of houses in the 700 block on North Bradford Street. Upon motion of Messrs. Carson and Keith, Mr. Wilcox was authorized to allot the proper numbers for this block, as well as assigning a new number for the residence of Morris Simon in the 300 block on North Bradford Street, and any other house numbering problems which might arise.

Mosquito control for Dover

Upon motion of Messrs. Carson and Keith, the report on mosquito control for Dover was tabled until a later date.

Report of Chief of Police

Upon motion of Mr. Burton, seconded by Mr. Vane, the report of the Chief of Police was accepted as read.

Alderman’s Report

Upon motion of Mr. Hinkle, seconded by Mr. Burton, the Alderman’s report was accepted as read. A check in the amount of $509.15 was turned over to the City Manager.

New Crane

Upon motion of Mr. Carson, seconded by Mr. Downes, Mr. Wilcox was authorized to purchase a new crane, kinds and prices of cranes to be submitted to the next meeting of Council.

Police Salaries

Mr. Wilcox advised that the Mayor had requested a raise in salaries of some members of the police force and also a pension for Mr. Lane. Upon motion of Mr. Carson, seconded by Mr.Hinkle, Mr. Lane was temporarily pensioned at the rate of $21.00 per week. Mr. Wilcox was instructed to work up an employees’ retirement plan to be presented to Council at a later date, at which time Mr. Lane’s permanent pension would be set.

Upon motion of Messrs. Carson and Hinkle, the Mayor was instructed to appoint a three-man committee to discuss raises in salaries for the police force and report at the next meeting.
